  • With the recent enactments of the environment, health and safety statutes, the once protective walls of an industrial facility are opening to the scrutiny of an inquisitive public. Indeed, the Emergency Planning and Community Right-to-Know Act (EPCRA), Process Safety Management under OSHA 1910.119, and Title III of the Clean Air Act Amendments impose substantial reporting requirements under the auspices of community right to know'' and require written program plans that must be submitted to become public documents. Through these Acts, the public and industry are becoming partners in the understanding and management of human health and environmental risks posed bymore » the chemical inventories, processes, and emissions from an industrial facility. The types of information required by the Act to be available to the public can include quantities, locations, process throughputs, environmental fates, and emissions volumes of manufacturer-specific chemicals for certain industrial facilities. With their implementation of compliance measures with these requirements, industrial facilities have an opportunity to become a public educator about the chemicals they use in the process of making their products. By proactively soliciting a partnership with communities to learn about their concerns, companies can more effectively communicate risks to the public and provide a new kind of stewardship to their products.« less
  • In the wake of the Bhopal accident, the US Environmental Protection Agency, the International Labour Organisation, and the World Bank have each issued guidelines for identification, assessment, and management of risks from major hazards at industrial facilities. These different approaches are compared in both theoretical and practical perspectives. 14 refs., 5 tabs.
  • Chemical process safety has long been a consideration in industry but the tragedy at Bhopal in late 1984 resulted in significantly increased attention from industry, government, and the public. Whereas Bhopal had a major effect on regulations in the US, two earlier, highly publicized accidents affected regulations in the United Kingdom and Europe. A 1974 cyclohexane explosion at a chemical manufacturing plant in Flixborough, England, caused a number of fatalities, while a 1976 runaway reaction at a chemical works near Sevesco, Italy, contaminated surrounding farmland and water supplies with dioxin. Although the public's interest can be fickle, the residual concernmore » from all these incidents has been sufficient to affect important regulatory and industry initiatives in the US and abroad. The development of the most important of the US initiatives are reviewed here. Common elements in various process safety management programs are noted and the latest regulatory developments reported.   • A risk-based logic model is suggested as an appropriate basis for better predicting accident progression and ensuing source terms to the environment from process upset conditions in complex chemical process facilities. Under emergency conditions, decision-makers may use the Accident Progression Event Tree approach to identify the best countermeasure for minimizing deleterious consequences to receptor groups before the atmospheric release has initiated. It is concluded that the chemical process industry may use this methodology as a supplemental information provider to better comply with the Environmental Protection Agency`s proposed 40 CFR 68 Risk Management Program rule. An illustration using a benzene-nitric acidmore » potential interaction demonstrates the value of the logic process. The identification of worst-case releases and planning for emergency response are improved through these methods, at minimum. It also provides a systematic basis for prioritizing facility modifications to correct vulnerabilities.« less
