Los Alamos National Security (LANS) biologists conducted a floodplain determination and this project is located within a 100-year floodplain. The proposed project is to rehabilitate the degraded channel in lower Sandia Canyon where it crosses through the outdoor firing range at TA-72 to limit the loss of sediment and dissipate floodwater leaving LANL property (Figure 1). The emphasis in storm water discharge permits has changed from how to apply for a permit to how to comply with a permit. By far the most common approach in acquiring a permit is through general permits, which should be available in all states by the end of 1993. General permits will be issued because states and US Environmental Protection Agency (EPA) regions do not have the manpower to address individual permitting. Between September 10 and 17, 2013, New Mexico and Colorado received a historically large amount of precipitation (Figure 1). This report assesses the damage caused by flooding along with estimated costs to repair the damage at Los Alamos National Laboratory (the Laboratory) on the Pajarito Plateau. In 2014, baseline storm water monitoring samples for Potrillo Canyon Sample Management Area at Los Alamos National Laboratory (LANL) exceeded the National Pollutant Discharge Elimination System Individual Permit No. NM0030759 target action level (TAL) of 15 picocuries per liter (pCi/L) for gross-alpha radioactivity (393 pCi/L) and a TAL of 30 pCi/L for radium-226 and radium-228 (95.9 pCi/L). Consequently, erosion control measures within the management area are proposed to minimize sediment migration, a corrective action under the permit that is a requirement of the New Mexico Environment Department consent decree and a good management practice to limit off-site sediment migration.
