  • The Packaging Certification Program (PCP) of US Department of Energy (DOE) Environmental Management (EM), Office of Safety Management and Operations (EM-60), has developed a radio frequency identification (RFID) system for the management of nuclear materials. Argonne National Laboratory, a PCP supporting laboratory, and Savi Technology, a Lockheed Martin Company, are collaborating in the development of the RFID system, a process that involves hardware modification (form factor, seal sensor and batteries), software development and irradiation experiments. Savannah River National Laboratory and Argonne will soon field test the active RFID system on Model 9975 drums, which are used for storage and transportationmore » of fissile and radioactive materials. Potential benefits of the RFID system are enhanced safety and security, reduced need for manned surveillance, real time access of status and history data, and overall cost effectiveness.« less
  • Radio frequency identification (RFID) is one of today's most rapidly growing technologies in the automatic data collection industry. Although commercial applications are already widespread, the use of this technology for managing nuclear materials is only in its infancy. Employing an RFID system has the potential to offer an immense payback: enhanced safety and security, reduced need for manned surveillance, real-time access to status and event history data, and overall cost-effectiveness. The Packaging Certification Program (PCP) in the U.S. Department of Energy's (DOE's) Office of Environmental Management (EM), Office of Packaging and Transportation (EM-63), is developing an RFID system for nuclearmore » materials management. The system consists of battery-powered RFID tags with onboard sensors and memories, a reader network, application software, a database server and web pages. The tags monitor and record critical parameters, including the status of seals, movement of objects, and environmental conditions of the nuclear material packages in real time. They also provide instant warnings or alarms when preset thresholds for the sensors are exceeded. The information collected by the readers is transmitted to a dedicated central database server that can be accessed by authorized users across the DOE complex via a secured network. The onboard memory of the tags allows the materials manifest and event history data to reside with the packages throughout their life cycles in storage, transportation, and disposal. Data security is currently based on Advanced Encryption Standard-256. The software provides easy-to-use graphical interfaces that allow access to all vital information once the security and privilege requirements are met. An innovative scheme has been developed for managing batteries in service for more than 10 years without needing to be changed. A miniature onboard dosimeter is being developed for applications that require radiation surveillance. A field demonstration of the RFID system was recently conducted to assess its performance. The preliminary results of the demonstration are reported in this paper.« less
  • The Waste Isolation Pilot Plant (WIPP) is the U.S. Department of Energy`s (DOE) planned repository for transuranic waste generated by defense programs. The WIPP repository 660 meters underground in bedded salt. Bedded salt was chosen for the repository because of salt`s small moisture content, extremely low permeability, and its natural ability to flow or creep, effectively encapsulating the waste in the long-term. However, because of these unique characteristics, the ability to measure properties at in situ conditions are beyond the realm of most standard experimental equipment. Thus a suite of new experimental systems and techniques has been developed to measuremore » properties in extremely {open_quotes}tight{close_quotes} (low permeability) rocks. Also, innovations in rock property measurements have been made for standard porous media through the research conducted to characterize the rocks above the repository. A number of the new systems and techniques developed through the WIPP are presented in this paper. Examples include permeameters, two-phase flow characterization equipment, techniques for evaluation of salt healing, and characterization of diffusive processes.« less
  • Sandia Nuclear Waste Management Program is pursuing for DOE an option for permanently disposing radioactive waste in deep geologic repositories. Included in the Program are the Waste Isolation Pilot Plant (WIPP) Project for US defense program mixed waste the Yucca Mountain Project (YMP) for spent power reactor fuel and vitrified high-level waste, projects for other waste types, and development efforts in environmental decision support technologies. WIPP and YMP are in the public arena, of a controversial nature, and provide significant management challenges. Both projects have large project teams, multiple organization participants, large budgets, long durations, are very complex, have amore » high degree of programmatic risk, and operate in an extremely regulated environment requiring legal defensibility. For environmental projects like these to succeed, SNL`s Program is utilizing nearly all areas in PMI`s Project Management Body of Knowledge (PMBOK) to manage along multiple project dimensions such as the physical sciences (e.g., geophysics and geochemistry; performance assessment; decision analysis) management sciences (controlling the triple constraint of performance, cost and schedule), and social sciences (belief systems; public participation; institutional politics). This discussion focuses primarily on communication challenges active on WIPP. How is the WIPP team meeting the challenges of managing communications?`` and ``How are you approaching similar challenges?`` will be questions for a dialog with the audience.« less
  • The purpose of this program is to create a higher level of awareness among Sandia employees of their responsibility to protect government-owned property, resulting in the minimization of losses due to misuse, theft and willful damage or destruction. Basically the approach has been to first orient all employees, beginning from top management down, to the system and responsibilities for property management, and then to reinforce this information with reminders, examples and sanctions on a reasonably regular basis. Since the responsibility for property accountability is managerial in nature, the stewardship function is emphasized. Essentially, the program is designed to advise andmore » continually remind supervision that care and control of property assigned to them is a serious matter. They, in turn, will be expected to pass information along to their employees, including policy statements, procedures and ramifications of property loss or misuse.« less
