Title: Charting the Emergence of Corporate Procurement of Utility-Scale PV

Abstract

Corporations and other institutions have contracted for more than 2300 MW of off-site solar, using power purchase agreements, green tariffs, or bilateral deals with utilities. This paper examines the benefits, challenges, and outlooks for large-scale off-site solar purchasing in the United States. Pathways differ based on where they are available, the hedge value they can provide, and their ease of implementation. The paper features case studies of an aggregate PPA (Massachusetts Institute of Technology, Boston Medical Center, and Post Office Square), a corporation exiting their incumbent utility (MGM Resorts), a utility offering large scale renewables to corporate customers (Alabama Powers Renewable Procurement Program), and a company with approval to sell energy into wholesale markets (Google Energy Inc.).

  • Through July 2017, corporate customers contracted for more than 2,300 MW of utility-scale solar. This paper examines the benefits, challenges, and outlooks for large-scale off-site solar purchasing through four pathways: PPAs, retail choice, utility partnerships (green tariffs and bilateral contracts with utilities), and by becoming a licensed wholesale seller of electricity. Each pathway differs based on where in the United States it is available, the value provided to a corporate off-taker, and the ease of implementation. The paper concludes with a discussion of future pathway comparison, noting that to deploy more corporate off-site solar, new procurement pathways are needed.
  • In this second report of the Utility Modeling Forum (UMF), the corporate models currently employed by 12 electric utilities are compared by applying them to an issue selected by consensus of the 24 utility members of the UMF working group. That issue is: what are the implications of alternative investment strategies for load management-conservation versus new generating plants; conclusions and recommendations were developed concerning: the relative merits of different analytic approaches; future model development and data base priorities; and executive decision-making implications.   • Significant work has appeared in the literature on supply-side (plant sector) optimization models for the planning of electric utility generating systems. This report represents an attempt to integrate the plant sector with a financial model for electric utilities in an optimization framework. The idea is an extension of the concept of electric utility corporate models, which are commonly used in the industry for system planning applications. Hence, the model has been called a corporate optimization model (COM).
  • The ''Digest of Research in the Electric Utility Industry'' is the printed edition of EPRI's Electric Power Database (EPD). The five-volume Digest contains records of completed and ongoing research and indexes. This volume, Volume 4, contains an index of reporting corporations and an index of subject terms alphabetically arranged, A-L. Volume 5 contains subject terms M-Z.   • The TELPLAN corporate planning model is a computer code designed to simulate electric utility capacity expansion and unit-specific capital, fuel, operating, and pollution control costs in response to load growth, environmental regulations, and alternative fuel choices. TELPLAN also simulates the financial implications of changing economic and regulatory conditions. The model, developed in EPRI project RP-1318, employs unit- and system-specific data to evaluate medium- and long-range planning options quickly and economically. The probabilistic production cost components model variable incremental costs and multiple levels of forced outage for each generating unit, a variety of purchased power/wholesale options, and seasonal load curves. Themore » pollution control components include engineering cost/performance algorithms for a variety of SO/sub 2/, NO/sub x/, and particulate control technologies. Detailed unit-by-unit output is collected into summary reports on unit and system operation, system reliability and unserved energy, fuel and water consumption, emissions, solid wastes, and costs. These reports, along with projected electricity prices, income statements, balance sheets, and other key financial results for each year permit comparison of the financial, reliability, environmental, and other consequences of different planning alternatives and circumstances. The model is designed to examine numerous what if questions and strategies on a quick turn-around basis. A data verifier and default data options simplify data entry. Volume 1 of this User's Guide documents the model's input, output, and methodologies to facilitate model applications. Volume 2 presents more complete input and output examples for three representative electric utilities.
