Title: An Evaluation of the Potential for Shifting of Freight from Truck to Rail and Its Impacts on Energy Use and GHG Emissions

Abstract

This report summarizes our evaluation of the potential energy-use and GHG-emissions reduction achieved by shifting freight from truck to rail under a most-likely scenario. A sensitivity analysis is also included. The sensitivity analysis shows changes in energy use and GHG emissions when key parameters are varied. The major contribution and distinction from previous studies is that this study considers the rail level of service (LOS) and commodity movements at the origin-destination (O-D) level. In addition, this study considers the fragility and time sensitivity of each commodity type.

  • The report summarizes the findings of a study to evaluate the fuel efficiency of rail freight operations relative to competing truckload service. The objective of the study was to identify the circumstances in which rail freight service offers a fuel efficiency advantage over alternative truckload options, and to estimate the fuel savings associated with using rail service. The findings are based on computer simulations of rail and truck freight movements between the same origins and destinations.   • In July 1978, TERA, Inc. was awarded a contract by the US Department of Energy, Office of Policy and Evaluation, to undertake a study of the National Energy Transportation System. TERA's role was specified to be the development and implementation of a methodology to disaggregate national energy supply and demand scenarios provided by DOE for 1985, 1990, and 1995 into detailed supply and demand forecasts at the Bureau of Economic Analysis (BEA) regional level. In addition, TERA was to be responsible for the development and implementation of a rational methodology for estimating interregional flows of energy materials from each BEAmore » producing region to each BEA consuming region in the country. For oil and coal, these flows were to be estimated for a number of different transportation modes. Given these Origin-Destination Flows as starting points, a DOT network model was then to be used to estimate total energy and non-energy commodity transportation demand for each mode in an attempt to identify locations where transportation bottlenecks could appear. DOE additionally requested in February 1979, that TERA provide a detailed network analysis of potential bottlenecks in the natural gas transportation network. Finally, TERA was required to apply the foregoing methodology to seven DOE-selected scenarios of national supply and demand in order to produce detailed supply, demand, and origin-destination flow forecasts. The models developed suggested reasonable transport capacity for coal and oil in 1990 and 1995; the need for additional natural gas pipelines and their locations were also developed.« less
  • This report, completed in 1981 includes a baseline energy forecast, a rail-investment forecast, and an evaluation of the capital requirements and availability for Appalachian rail carriers. The energy forecast focuses on the regional markets for Appalachian coal and an assessment of key factors influencing energy markets over the next ten years.   • The purpose of this project is to systematically identify and examine possible near and long-term ecological and environmental effects from the production of hydrogen from various energy sources based on the DOE hydrogen production strategy and the use of that hydrogen in transportation applications. This project uses state-of-the-art numerical modeling tools of the environment and energy system emissions in combination with relevant new and prior measurements and other analyses to assess the understanding of the potential ecological and environmental impacts from hydrogen market penetration. H2 technology options and market penetration scenarios will be evaluated using energy-technology-economics models as well asmore » atmospheric trace gas projections based on the IPCC SRES scenarios including the decline in halocarbons due to the Montreal Protocol.   • Rail freight traffic is expected to significantly increase during the next decade and possibly the remainder of this century in Nebraska. The primary cause of this rapid increase in traffic is probably attributable to increased use of coal and consequently increasing pass-through and shipments. Energy consumption related to rail freight traffic is projected to at least double from 1980 to 1990 and possibly increase substantially more. Such increases in consumption are expected to occur even with projected modal efficiencies taken into account.
