  • The rapidly expanding economies in the Pacific Rim have placed increasing demands upon indigenous natural gas supplies in South East Asia and Australia. Competing demands include exports of liquefied natural gas (LNG), domestic consumption, and potential use for enhanced oil recovery (EOR) to extend the useful life of maturing oil fields. An additional competing demand for gas exports may emerge as the interstate pipeline grid is expanded. An integrated approach incorporating the evolving nature of gas demands and discrete physical supplies would provide a means to mitigate against potential mismatching of supply and demand. The consideration of the evolving naturemore » of gas demands could promote economically beneficial changes to gas field development. The development of high carbon dioxide (CO{sub 2}) content gas fields has been slowed by the lack of a market for CO{sub 2}. Utilization of by-product CO{sub 2} for EOR could improve development economics, thus facilitating earlier development of gas supplies to satisfy gas demands including domestic use and LNG exports. End users would also benefit from the assurance that gas supplies would become available as needed. The maturity and increasingly complex natural gas industry in the Asia Pacific Region has led to a qualitative change. The model of single projects to satisfy single markets is no longer valid. The current environment is more dynamic, creating the need to anticipate changes to market demands and to find value-added markets for by-products. The integrated approach to gas utilization discussed in this paper presents a new model more appropriate to the gas industry existing today in the Asia Pacific Region. This approach is particularly significant to widely discussed proposals for an Asia Pacific energy grid extending to Australia.« less

  • In 2004, Australia, through the Australian Nuclear Science and Technology Organisation (ANSTO), created the Regional Security of Radioactive Sources (RSRS) project and partnered with the U.S. Department of Energy’s Global Threat Reduction Initiative (GTRI) and the International Atomic Energy Agency (IAEA) to form the Southeast Asian Regional Radiological Security Partnership (RRSP). The intent of the RRSP is to cooperate with countries in Southeast Asia to improve the security of their radioactive sources. This Southeast Asian Partnership supports objectives to improve the security of high risk radioactive sources by raising awareness of the need and developing national programs to protect andmore » control such materials, improve the security of such materials, and recover and condition the materials no longer in use. The RRSP has utilized many tools to meet those objectives including: provision of physical protection upgrades, awareness training, physical protection training, regulatory development, locating and recovering orphan sources, and most recently - development of model security procedures at a model facility. This paper discusses the benefits of establishing a model facility, the methods employed by the RRSP, and three of the expected outcomes of the Model Facility approach. The first expected outcome is to increase compliance with source security guidance materials and national regulations by adding context to those materials, and illustrating their impact on a facility. Second, the effectiveness of each of the tools above is increased by making them part of an integrated system. Third, the methods used to develop the model procedures establishes a sustainable process that can ultimately be transferred to all facilities beyond the model. Overall, the RRSP has utilized the Model Facility approach as an important tool to increase the security of radioactive sources, and to position facilities and countries for the long term secure management of those sources.« less
  • Continued expansion of the nuclear weapons capabilities of India and Pakistan, coupled with ongoing conflict between them, raises the probability of nuclear war in South Asia. A nuclear arms race between India and Pakistan could also harm efforts to discourage other nations from acquiring nuclear weapons. United States policy opposes the spread of nuclear weapons because proliferation increases threats to U.S. national security and to world peace and stability. However, there is debate on the dangers of an escalating arms race in South Asia. Steps taken by the United States and other countries to persuade India and Pakistan to endmore » their nuclear weapons programs have had limited success, at most slowing down their pace. A complicating factor is that India maintains a nuclear capability in part to deter China, whereas Pakistan`s nuclear weapons capability is aimed at deterring India`s superior conventional and nuclear capabilities. Analysts and policy officials are divided on how to avoid an arms race in South Asia. The Clinton Administration has renewed efforts to break the deadlock over nonproliferation, but longstanding obstacles have blocked progress. Pakistan favors a regional approach to nonproliferation, while India insists on a global approach that treats the nuclear powers on an equal basis with non nuclear weapon countries. This report analyzes the nuclear capabilities of India and Pakistan and reviews several options for U.S. nonproliferation policy in South Asia.« less
