Abstract

This report comprises the Final Cost and Performance Report for the Department of Energy Award # EE0007244, the French Modular Impoundment (aka the “French Dam”.) The French Dam is a system of applying precast modular construction to water control structures. The “French Dam” is a term used to cover the construction means/methods used to construct or rehabilitate dams, diversion structures, powerhouses, and other hydraulic structures which impound water and are covered under FDE’s existing IP (Patents # US8414223B2; US9103084B2.)

The results of a study of the feasibility of recommissioning a small, low-head hydroelectric facility in southeastern Michigan are presented. The study concludes that there are several cost-effective designs for recommissioning the site, based on the use of vertical turbines and the sale of power to nearby industrial markets. In terms of the bulk sale of power to the local electric utility, no cost-effective alternatives were found to exist. U.S. emphasis on domestic energy independence, along with advances in knowledge of vast biogenically sourced coalbed methane reserves at relatively shallow sub-surface depths with the Powder River Basin, has resulted in rapid expansion of the coalbed methane industry in Wyoming and Montana. Techniques have recently been developed which constitute relatively efficient drilling and methane gas recovery and extraction techniques. However, this relatively efficient recovery requires aggressive reduction of hydrostatic pressure within water-saturated coal formations where the methane is trapped. The Tennessee Valley Authority's (TVA's) No. 2 hydroelectric project on the Ocoee River in Tennessee was originally constructed in 1913. In 1976 TVA took it out of service because of deterioration of trestles used to support the 4.6-mile wooden flume which transported water between the dam and powerhouse. In 1979 TVA decided to rehabilitate the trestles and flume to restore generation of electricity.
