Abstract

This Spill Prevention, Control, and Countermeasure (SPCC) Plan describes the measures that are taken at Lawrence Livermore National Laboratory’s (LLNL) Livermore Site in Livermore, California, to prevent, control, and handle potential spills from aboveground containers that can contain 55 gallons or more of oil.

  • This Spill Prevention, Control, and Countermeasure (SPCC) Plan describes the measures that are taken at Lawrence Livermore National Laboratory’s (LLNL) Livermore Site in Livermore, California, to prevent, control, and handle potential spills from aboveground containers that can contain 55 gallons or more of oil. This SPCC Plan complies with the Oil Pollution Prevention regulation in Title 40 of the Code of Federal Regulations (40 CFR), Part 112 (40 CFR 112) and with 40 CFR 761.65(b) and (c), which regulates the temporary storage of polychlorinated biphenyls (PCBs). This Plan has also been prepared in accordance with Division 20, Chapter 6.67 ofmore » the California Health and Safety Code (HSC 6.67) requirements for oil pollution prevention (referred to as the Aboveground Petroleum Storage Act [APSA]), and the United States Department of Energy (DOE) Order No. 436.1. This SPCC Plan establishes procedures, methods, equipment, and other requirements to prevent the discharge of oil into or upon the navigable waters of the United States or adjoining shorelines for aboveground oil storage and use at the Livermore Site.« less

  • This Spill Prevention, Control, and Countermeasures (SPCC) Plan is designed to describe measures that must be taken to prevent, control, and handle spills of bulk storage chemicals or oils at Westinghouse Hanford Company (Westinghouse Hanford) facilities located in the Hanford Site 1100 Area. The SPCC is designed to satisfy the requirement from US Department of Energy (DOE) Order 5400.1, General Environmental Protection Program (DOE 1988), to minimize risk to the environment or public health, and to anticipate and address potential environmental problems before they pose a threat to the quality of the environment or the public welfare. The SPCC Planmore » identifies practices employed by Westinghouse Hanford to prevent a reportable quantity (RQ) of a hazardous substance [as defined in Title 40, Code of Federal Regulations, Part 302 (40 CFR 302) (EPA 1990a)] from being released to the environment.   • Environmental Protection Agency regulations 40 CFR Part 112, Oil Pollution Prevention,'' include requirements for a written Oil Spill Prevention, Control, and Countermeasures (SPCC) Plan. This document provides such an SPCC Plan for facilities at 100-N Area managed by Westinghouse Hanford Co. Should an oil spill occur at 100-N Area, the following actions should be followed: stop the flow of oil, contain the oil spill in order to prevent it from reaching the river, and notify Environmental Protection. Environmental Protection will assess the oil spill and determine if remedial action is necessary.   • A Spill Prevention, Control, and Countermeasures (SPCC) Plan is a carefully written, facility-specific plan for preventing and responding effectively to spills of oils or hazardous substances. This plan has been prepared in accordance with good engineering practices and has the full approval of facility management at a level with authority to commit the resources necessary to support it. All SPCC Plans must be reviewed and certified by a Registered Professional Engineer. This SPCC Plan satisfies these requirements and contains many provisions that go beyond the minimum requirements of the regulations. Spill response materials and equipment are stored near tanks and drum storage areas and other strategic areas of the plant to facilitate spill response. All Oak Ridge Y-12 Plant personnel and subcontractors are required to have initial spill and emergency response training before they can work on-site. This training is received as part of the General Employee Training (GET) program. As a result of this training, all personnel are aware that the Plant Shift Superintendent`s (PSS) office should be called (574-7172) for any spill or other emergency. This pertinent information is also included on the GET card that is received and must be carried by all personnel who work on-site.« less
