Title: 16th National Conference and Global Forum on Science, Policy and the Environment: The Food–Energy–Water Nexus

Abstract

The National Council for Science and the Environment (NCSE) received $50,000 from the US Department of Energy to support the organization of the of the 16th National Conference and Global Forum on the theme of The Food-Energy-Water Nexus, held January 19-21, 2016 at the Hyatt Regency Crystal City in Crystal City, VA. Approximately 1,000 participants attended the event from the fields of science, engineering, federal and local government, business, and civil society. The conference developed and advanced partnerships focusing on strategies and initiatives to address the world’s interconnected food, water and energy systems, specifically how to provide these resources to a population of 9 billion people by midcentury without overwhelming the environment. The conference emphasized actionable outcomes—moving forward on policy and practice with a focus on “opportunities for impact” on the most critical issues in the relatively near term.

  • The National Council for Science and the Environment (NCSE) held its 15th National Conference and Global Forum on Science, Policy and the Environment: Energy and Climate Change, on January 27-29, 2015, at the Hyatt Regency Hotel, Crystal City, VA. The National Conference: Energy and Climate Change developed and advanced partnerships that focused on transitioning the world to a new “low carbon” and “climate resilient” energy system. It emphasized advancing research and technology, putting ideas into action, and moving forward on policy and practice. More than 900 participants from the scientific research, policy and governance, business and civil society, and educationmore » communities attended. The Conference was organized around four themes: (1) a new energy system (including energy infrastructure, technologies and efficiencies, changes in distribution of energy sources, and low carbon transportation); (2) energy, climate and sustainable development; (3) financing and markets; and (4) achieving progress (including ideas for the 21st Conference of Parties to the United Nations Framework Convention on Climate Change). The program featured six keynote presentations, six plenary sessions, 41 symposia and 20 workshops. Conference participants were involved in the 20 workshops, each on a specific energy and climate-related issue. The workshops were designed as interactive sessions, with each workshop generating 10-12 recommendations on the topic. The recommendations were prepared in the final conference report, were disseminated nationally, and continue to be available for public use. The conference also featured an exhibition and poster sessions. The National Conference on Energy and Climate Change addressed a wide range of issues specific to the U.S. Department of Energy’s programs; involved DOE’s scientists and program managers in sessions and workshops; and reached out to a broad array of DOE stakeholders.« less
  • Rapid urban expansion of the world's cities is placing unprecedented demands on the energy, water, food, and other (X) systems (e.g., mobility) that each offer multiple life-supporting services. Coordination that considers inter-sectoral connections among these urban systems and services remains nascent in practice, yet are critical to the future well-being, resource/operational efficiency, and resilience of urban areas. This paper therefore proposes an applied 'urban nexus science' framework to identify integrated and synergistic pathways toward achieving urban sustainability. The design, planning, and operation of urban W-E-F systems can benefit from integrated analyses to accelerate infrastructure, land use, and hazard mitigation planningmore » and decision-making. New knowledge quantifying the key effects of W-E-F systems designed in isolation versus an increasingly integrated systems, especially when exposed to hazards, health risks, or extreme events, are a critical need. Interactive system modeling and participatory technologies are needed to support stakeholder engagement and two-way (and multi-directional) information flow, for exploring outcomes of alternative solutions for integrating W-E-F sectors. To support such important efforts, research is needed to fill critical gaps in data, identify tradeoffs, and develop synergistic solutions that measure sustainability co-benefits based on different levels of urban integration among W-E-F systems and services.« less
  • In response to the challenge posed by escalating increases in the amount of energy needed for irrigation in developing countries, this report analyzes current energy consumption in irrigation, renewable energy technologies, and relevant food policy issues facing developing country governments. The authors find that developing groundwater supplies entails twice the energy costs of developing surface water supplies, and that the latter can be more efficiently manufactured, installed, and operated in developing countries.
  • We report that hydropower plays an important role as the global energy system moves towards a less carbon-intensive and sustainable future as promoted under the Sustainable Development Goals (SDGs). This article provides a systematic review of the impacts from policy, climate change and Water-Energy-Food (W-E-F) nexus on hydropower development at global scale. Asia, Africa and Latin America are hotspots promoting hydropower development with capacity expansion, while Europe and North America focus on performance improvement and environment impacts mitigation. Climate change is projected to improve gross hydropower potential (GHP) at high latitude of North Hemisphere and tropical Africa and decrease thatmore » in the US, South Africa and south and central Europe. Analysis from W-E-F nexus highlights the importance of integrated approaches as well as cross-sectoral coordination so as to improve resources use efficiency and achieve sustainable hydropower development. In conclusion, these three factors together shape the future of hydropower and need to be considered for planning and operation purpose.« less
