Title: Final Technical Report for GO17004 Regulatory Logic: Codes and Standards for the Hydrogen Economy

Abstract

The objectives of this project are to: develop a robust supporting research and development program to provide critical hydrogen behavior data and a detailed understanding of hydrogen combustion and safety across a range of scenarios, needed to establish setback distances in building codes and minimize the overall data gaps in code development; support and facilitate the completion of technical specifications by the International Organization for Standardization (ISO) for gaseous hydrogen refueling (TS 20012) and standards for on-board liquid (ISO 13985) and gaseous or gaseous blend (ISO 15869) hydrogen storage by 2007; support and facilitate the effort, led by the NFPA, to complete the draft Hydrogen Technologies Code (NFPA 2) by 2008; with experimental data and input from Technology Validation Program element activities, support and facilitate the completion of standards for bulk hydrogen storage (e.g., NFPA 55) by 2008; facilitate the adoption of the most recently available model codes (e.g., from the International Code Council [ICC]) in key regions; complete preliminary research and development on hydrogen release scenarios to support the establishment of setback distances in building codes and provide a sound basis for model code development and adoption; support and facilitate the development of Global Technical Regulations (GTRs) by 2010more » for hydrogen vehicle systems under the United Nations Economic Commission for Europe, World Forum for Harmonization of Vehicle Regulations and Working Party on Pollution and Energy Program (ECE-WP29/GRPE); and to Support and facilitate the completion by 2012 of necessary codes and standards needed for the early commercialization and market entry of hydrogen energy technologies.« less

  • The Energy Policy and Conservation Act of 1975 required the Secretary of Transportation to establish energy efficiency standards for automobiles manufactured during 1981-1984 model years. The development of standards necessitated: development of an appropriate organizational structural within DOT (which was able to generate new information and use the results of existing Federal programs for automobiles); development of methodologies to determine technological feasibility and economic practicability; and collection and evaluation of large scale engineering, manufacturing, financial and economic data. The organizational structure, methodologies used to determine technological feasibility, and economic practicability are described.   • From the information developed in the project, a series of recommendations for equipment redesign and/or application modifications were developed where the building regulatory requirements reviewed appear justified. Where the building regulatory requirements appear unjustified or are not specifically written to address the 40-kW on-site fuel-cell power plant, a regulatory revision plan and suggested regulatory revisions with supporting documentation were developed.
  • This volume of the subject study ''Blending of Hydrogen in Natural Gas Distribution Systems'' describes studies on the determination of gas distribution system flows with hydrogen - natural gas blends, potential hydrogen admission points to gas distribution systems, and the impact of hydrogen - natural gas blends on regulatory standards for gas distribution systems. The studies resulted in the following principal findings: (1) Most existing natural gas distribution systems could adequately transport 20% blends of hydrogen by volume with little or no modification. (2) The best point of admission of the hydrogen into a natural gas distribution system would bemore » at the meter and regulating stations supplying a particular distribution system. (3) The impact of hydrogen - natural gas blends on state regulatory standards appears to be minimal for PSE and G, but requires further study for various National Codes and for other states.« less
  • This project contributed significantly to the development of new codes and standards, both domestically and internationally. The NHA collaborated with codes and standards development organizations to identify technical areas of expertise that would be required to produce the codes and standards that industry and DOE felt were required to facilitate commercialization of hydrogen and fuel cell technologies and infrastructure. NHA staff participated directly in technical committees and working groups where issues could be discussed with the appropriate industry groups. In other cases, the NHA recommended specific industry experts to serve on technical committees and working groups where the need formore » this specific industry expertise would be on-going, and where this approach was likely to contribute to timely completion of the effort. The project also facilitated dialog between codes and standards development organizations, hydrogen and fuel cell experts, the government and national labs, researchers, code officials, industry associations, as well as the public regarding the timeframes for needed codes and standards, industry consensus on technical issues, procedures for implementing changes, and general principles of hydrogen safety. The project facilitated hands-on learning, as participants in several NHA workshops and technical meetings were able to experience hydrogen vehicles, witness hydrogen refueling demonstrations, see metal hydride storage cartridges in operation, and view other hydrogen energy products.« less
  • The Federal Program Standard implements American National Standard ANSI Z39.27-1984, Structure for the Representation of Names of Countries, Dependencies, and Areas of Special Sovereignty for Information Interchange. ANSI Z39.27 adopts, with qualifications, the entities, names, and codes prescribed by ISO 3166-1981, Codes for the Representation of Names of Countries, a standard of the International Organization for Standardization (ISO). The qualifications provide for coverage of the total land area of the earth without overlap or duplication, and provide for entity names that, to the maximum extent possible, are approved or accepted by the U.S. Board on Geographic Names. Both two-character andmore » three-character alphabetic codes are provided for each entity adopted from ISO 3166-1981. The two-character codes are adopted as the Federal Program Standard and they are recommended by ISO for international interchange. The three-character codes are available for special applications when their use would provide a particular advantage.« less
