Abstract

This benefit-cost analysis focuses on the DOE Wind Energy Program's public sector R&D investments and returns. The analysis accounts for the program's additionality – that is, comparing what has happened as a result of the program to what would have happened without it. The analysis does not address the return on the investments of private companies ("private returns"). Public returns on the program's investments from 1976 to 2008 are identified and analyzed using retrospective analysis.

That is, benefits measured for a subset of technologies in a meaningful cluster, or portfolio, of technologies were compared to the total investment in the cluster to provide a lower bound measure of return for the entire cluster.

Evaluating the economic return to public wind energy research and development in the United States

Building on a literature that has sought to develop and apply methods for retrospective benefit-to-cost evaluation for federal research programs, this study provides a quantitative analysis of the economic social return on these historical wind energy research investments. Budget cuts in federal nonmilitary spending have affected an industrial-conservation program to foster energy-efficiency improvements. These are not to rely on private-sector investments based on high energy prices.
