  • The growing awareness that technological achievements have shortcomings may be an indication of a maturing society developing higher values. Technology developed in response to specific questions about nature; science from the systematic study of the details of nature. The two became linked as scientific knowlege was applied to technological problems, and this altered the structure of society. The positive benefits of this symbiosis have been a longer and better life for much of the world. The negative sides are material and spiritual pollution. Material pollution can be solved only if nuclear war is avoided.   • This article examines computational fluid dynamics (CFD) limitations as a design tool. Two decades have passed since the first paper was published in the ASHRAE Transactions suggesting the use of CFD for quantitative prediction of room air motion. CFD is an emerging methodology, with roots in the defense/aerospace industry, wherein a mathematical model of fluid flow is converted into a digital computational procedure, yielding numbers that approximate the solution of this modeled system, hence the genuine flow state. CFD methodology has indeed brought bright glimmers of an ability to establish firm quantitative data regarding how room air moves. In fact,more » CFD can predict fluid levels and pressure differences to very low levels, that are essentially impossible to experimentally measure. However, a CFD model constitutes the culmination of a large number of assumptions and approximations, such that the answers produced are essentially never correct. Further, it is the very approximation process in CFD theory that leads to intrinsic error mechanisms that can range from benign to pathological. The ASHRAE professional who seeks to use CFD to assist in system design needs to be fully aware of these two edges of the CFD sword.« less
  • Through discussion the conference aims to: (1) Identify core components of a comprehensive global biosurveillance capability; (2) Determine the scientific and technical bases to support such a program; (3) Explore the improvement in biosurveillance to enhance regional and global disease outbreak prediction; (4) Recommend an engagement approach to establishing an effective international community and regional or global network; (5) Propose implementation strategies and the measures of effectiveness; and (6) Identify the challenges that must be overcome in the next 3-5 years in order to establish an initial global biosurveillance capability that will have significant positive impact on BioNP as wellmore » as public health and/or agriculture. There is also a look back at the First Biothreat Nonproliferation Conference from December 2007. Whereas the first conference was an opportunity for problem solving to enhance and identify new paradigms for biothreat nonproliferation, this conference is moving towards integrated comprehensive global biosurveillance. Main reasons for global biosurveillance are: (1) Rapid assessment of unusual disease outbreak; (2) Early warning of emerging, re-emerging and engineered biothreat enabling reduced morbidity and mortality; (3) Enhanced crop and livestock management; (4) Increase understanding of host-pathogen interactions and epidemiology; (5) Enhanced international transparency for infectious disease research supporting BWC goals; and (6) Greater sharing of technology and knowledge to improve global health.« less
  • These proceedings are the result of the Fourth Annual AAAS Colloquium on science, arms control, and national security, sponsored by the Program on Science, Arms Control, and National Security of the American Association for the Advancement of Science.   • The southeast is a highly suitable environment for establishing a series of nuclear safety, security and safeguards 'professional development' courses. Oak Ridge National Laboratory (ORNL) provides expertise in the research component of these subjects while the Y-12 Nuclear Security Complex handles safeguards/security and safety applications. Several universities (i.e., University of Tennessee, Knoxville (UTK), North Carolina State University, University of Michigan, and Georgia Technology Institute) in the region, which offer nuclear engineering and public policy administration programs, and the Howard Baker Center for Public Policy make this an ideal environment for learning. More recently, the Institute for Nuclear Security (INS) wasmore » established between ORNL, Y-12, UTK and Oak Ridge Associate Universities (ORAU), with a focus on five principal areas. These areas include policy, law, and diplomacy; education and training; science and technology; operational and intelligence capability building; and real-world missions and applications. This is a new approach that includes professional development within the graduate research assistant program addressing global needs in nuclear security, safety and safeguards.« less
