The structure and tests of a prototype central electromagnetic calorimeter for a collider detector under electron and muon beams with energies of 20 and 40 GeV are reported. The prototype is made of twenty lead plates layered with scintillator plates and is divided in depth into two parts in order to determine the angles of the particle trajectories. The data on the energy resolution versus electron energy in the 20-40 GeV range fit the function {sigma}/E = 22%/{radical}E {circle_plus} 2.6%.
