Title: Idaho National Engineering Laboratory (INEL) Environmental Restoration (ER) Program Baseline Safety Analysis File (BSAF)

Abstract

The Baseline Safety Analysis File (BSAF) is a facility safety reference document for the Idaho National Engineering Laboratory (INEL) environmental restoration activities. The BSAF contains information and guidance for safety analysis documentation required by the U.S. Department of Energy (DOE) for environmental restoration (ER) activities, including: Characterization of potentially contaminated sites. Remedial investigations to identify and remedial actions to clean up existing and potential releases from inactive waste sites Decontamination and dismantlement of surplus facilities. The information is INEL-specific and is in the format required by DOE-EM-STD-3009-94, Preparation Guide for U.S. Department of Energy Nonreactor Nuclear Facility Safety Analysis Reports. An author of safety analysis documentation need only write information concerning that activity and refer to BSAF for further information or copy applicable chapters and sections. The information and guidance provided are suitable for: {sm_bullet} Nuclear facilities (DOE Order 5480-23, Nuclear Safety Analysis Reports) with hazards that meet the Category 3 threshold (DOE-STD-1027-92, Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23, Nuclear Safety Analysis Reports) {sm_bullet} Radiological facilities (DOE-EM-STD-5502-94, Hazard Baseline Documentation) Nonnuclear facilities (DOE-EM-STD-5502-94) that are classified as {open_quotes}low{close_quotes} hazard facilities (DOE Order 5481.1B, Safety Analysis and Review System).
