Title: Shared Freight Transportation and Energy Commodities Phase One: Coal, Crude Petroleum, & Natural Gas Flows

Abstract

The Freight Analysis Framework (FAF) integrates data from a variety of sources to create a comprehensive picture of nationwide freight movements among states and major metropolitan areas for all modes of transportation. It provides a national picture of current freight flows to, from, and within the United States, assigns selected flows to the transportation network, and projects freight flow patterns into the future. The latest release of FAF is known as FAF4 with a base year of 2012. The FAF4 origin-destination-commodity-mode (ODCM) matrix is provided at national, state, major metropolitan areas, and major gateways with significant freight activities (e.g., El Paso, Texas). The U.S. Department of Energy (DOE) is interested in using FAF4 database for its strategic planning and policy analysis, particularly in association with the transportation of energy commodities. However, the geographic specification that DOE requires is a county-level ODCM matrix. Unfortunately, the geographic regions in the FAF4 database were not available at the DOE desired detail. Due to this limitation, DOE tasked Oak Ridge National Laboratory (ORNL) to assist in generating estimates of county-level flows for selected energy commodities by mode of transportation.

  • Data are presented on crude oil, refined petroleum products and natural gas liquids supply, disposition and stocks in the US for 1979. Production of crude petroleum (including lease condensate) in the US in 1979 averaged 8,552,000 barrels/day, a decrease of 155,000 barrels/day, or 1.8%, below the 1978 level, reports the Energy Information Administration, United States Department of Energy. Of the total crude oil produced, Texas accounted for 32.6%, Louisiana, 15.7%, Alaska, 16.4%, and California, 11.3% in 1979. Imports of crude oil in 1979 averaged 6,519,000 barrels/day, 2.6% higher than the previous year. Of the total crude oil imported in 1979,more » 5,112,000 barrels/day, or 78.4% of the total, came from OPEC countries. This was a decrease of 1.4% below the 5,184,000 barrels/day the same countries supplied in 1978. Stocks of crude oil, both domestic and foreign, totaled 430,265,000 barrels at the end of 1979, 54.0 million barrels above the 1978 year-end level. Production of products at natural gas processing plants during 1979 totaled 1,584,000 barrels/day compared with 1,567,000 barrels/day during 1978. The stock level of products at natural gas processing plants, terminals, and pipelines at the end of 1979 totaled 115,644,000 barrels, 11.8 million barrels below that of a year earlier. Compared to 1978, total products supplied for domestic use decreased by 331,000 barrels daily, or 1.8%. Of the major fuels supplied for use in 1979, gasoline, distillate fuel oil, and residual fuel oil declined by 5.1%, 3.4%, and 6.5%, respectively, while jet fuel showed gains of 1.8%. Refined products stocks at the end of 1979 totaled 778,621,000 barrels, reflecting a stock decrease of 6.0 million barrels during the year.« less
  • This annual report contains an analysis of final US data for the previous year's crude petroleum, petroleum products, and natural gas liquids supply and demand situation. Thirty-six tables and one map support the analysis with statistics on production, stocks at refineries and gas processing plants, imports, exports, and domestic demand for twenty finished petroleum products, including demand for petroleum used in refining and processing. Crude oil and lease condensate production, producing oil wells, and crude oil value at the wellhead are reported for each State. Movements of crude oil and petroleum productss by tanker and barge, and movements of petroleummore » products by pipeline are given for transportation between Petroleum Administration for Defense (PAD) Districts. Monthly and annual data on total US imports of crude oil and finished petroleum products into each PAD District are itemized by product and by country of origin. Exports of US petroleum are listed both by country of destination and by product from each PAD District. Refinergy inputs and outputs are detailed by product for each month of the year, as are refinery yield data. Some tables present annual totals from the previous year for comparative purposes. Wholesale price indexes for crude petroleum and refined petroleum products are given for each month (1967 = 100). A narrative summary presents highlights and trends supported by the data.« less

National rail, highway, waterway, and pipeline networks are presented, and estimates of facility capacity, travel speed, fuel consumption, and average cost are made. Commodity characteristics and interregional flows are also presented.
  • In July 1989, President Bush directed the Secretary of Energy to initiate the development of a comprehensive National Energy Strategy (NES) built upon a national consensus. The overall principle for the NES, as defined by the President and articulated by the Economic Policy Council (EPC), is the continuation of the successful policy of market reliance, consistent with the following goals: Balancing of energy, economic, and environmental concerns; and reduced dependence by the US and its friends and allies on potentially unreliable energy suppliers. The analyses presented in this report draw upon a large body of work previously conducted for DOE/Officemore » of Fossil Energy, the US Department of Interior/Minerals Management Service (DOI/MMS), and the Gas Research Institute (GRI), referenced throughout the text of this report. This work includes assessments in the following areas: the potential of advanced oil and gas extraction technologies as improved through R&D, along with the successful transfer of these technologies to the domestic petroleum industry; the economic and energy impacts of environmental regulations on domestic oil and gas exploration, production, and transportation; the potential of tax incentives to stimulate domestic oil and gas development and production; the potential environmental costs associated with various options for leasing for US oil and gas resources in the Outer Continental Shelf (OCS); and the economic impacts of environmental regulations affecting domestic crude oil refining.« less
