  • The National Defense Authorization Act for Fiscal Year 2005 (NDAA) authorized the United States Department of Energy (DOE) to determine whether certain radioactive waste related to the reprocessing of spent nuclear fuel is not high-level-waste (HLW). The NDAA applies to DOE facilities in the States of South Carolina and Idaho. DOE must consult with the United States Nuclear Regulatory Commission (NRC) as part of its waste determination. NRC must coordinate with the affected state to monitor DOE's disposal actions to assess compliance with 10 CFR 61, Subpart C, performance objectives. The performance objectives in 10 CFR Part 61, Subpart C,more » contain requirements for protection of the public, inadvertent intruders, individuals during operations, and stability of the disposal site after closure. In September 2005, DOE submitted to NRC a draft non-HLW determination for waste incidental to reprocessing, including sodium-bearing waste [note: Sodium-bearing waste is a generic term used to describe radioactive wastes comprised of second- and third-cycle extraction fluid and decontamination fluids. This waste contains less activity and generally poses less risk than first-cycle extraction fluid (first-cycle extraction fluid contains most of the fission products)] (SBW) stored in the Idaho Nuclear Technology and Engineering Center tank farm facility (INTEC TFF) at the Idaho National Laboratory (INL). DOE plans to grout the underground tanks and concrete vaults that house these tanks to stabilize the waste in situ. DOE prepared a waste determination to demonstrate compliance with NDAA criteria, including a supporting performance assessment to demonstrate compliance with the performance objectives. To carry out its consultative role required by the NDAA, NRC uses a risk-informed, performance-based approach in its review of DOE waste determinations and performance assessments to focus on the key natural and engineered system features needed to support its compliance demonstration. These features include (i) the chemical and physical performance of cementitious materials that mitigate the release of radioactivity into the environment; and (ii) natural attenuation of any radionuclide releases from the disposal facility. NRC's review of DOE's waste determination and performance assessment also facilitated development of a monitoring plan for the INTEC TFF. NRC will coordinate with the Idaho Department of Environmental Quality to monitor DOE disposal actions to assess DOE compliance with the 10 CFR Part 61, Subpart C performance objectives.   • Combustion Engineering, Inc., (CE) and the Korean Advanced Energy Research Institute (KAERI) are jointly designing two 2825 MW{sub t} System 80 nuclear steam supply systems for construction in Korea. The two 2825 MW{sub t} plants are similar in design to the larger System 80 class of plants but are reduced in size from 3817 MW{sub t}. These plants will be operated by the Korean Electric Power Company and have been designated as Yonggwang Nuclear Units 3 and 4. The Idaho National Engineering Laboratory (INEL) was selected by CE to perform a third party independent technical review of the thermal-hydraulic safetymore » analyses for Yonggwang Units 3 and 4. The purpose of the review is to establish the acceptability of the safety analyses addressing the differences in size between the 2825 and 3817 MW{sub t} CE designed System 80 plants. The analysis methods used by Combustion Engineering, Inc. were also reviewed to assure that only United States Nuclear Regulatory Commission approved methods were used for the Yonggwang Units 3 and 4 safety analyses and that the methods were applied in a manner consistent with that for the Palo Verde System 80 plants, currently in operation in the US. In general, it was found that the differences between 3817 and 2825 MW{sub t} units led to increased margins except for the large break LOCA (LBLOCA) and boron dilution transient. For the LBLOCA, use of improved models enhanced performance which allowed an increase in peak linear heat generation rate relative to that for the 3817 MW{sub t} plant. For the boron dilution event, an increase in the shutdown margin was necessary to assure the same time to criticality as that for the 3817 MW{sub t} plant. 39 refs., 9 figs., 4 tabs.« less
  • This report summarizes the documentation submitted in support of the five-year review or remedial actions implemented under the Comprehensive Environmental Response, Compensation, and Liability Act Sitewide at the Idaho National Laboratory. The report also summarizes documentation and inspections conducted at the no-further-action sites. This review covered actions conducted at 9 of the 10 waste area groups at the Idaho National Laboratory, i.e. Waste Area Groups 1, 2, 3, 4, 5, 6, 7, 9, and 10. Waste Area Group 8 was not subject to this review, because it does not fall under the jurisdiction of the U.S. Department of Energy Idahomore » Operations Office. The review included past site inspections and monitoring data collected in support of the remedial actions. The remedial actions have been completed at Waste Area Groups 2, 4, 5, 6, and 9. Remedial action reports have been completed for Waste Area Groups 2 and 4, and remedial action reports are expected to be completed during 2005 for Waste Area Groups 1, 5, and 9. Remediation is ongoing at Waste Area Groups 3, 7, and 10. Remedial investigations are yet to be completed for Operable Units 3-14, 7-13/14, and 10-08. The review showed that the remedies have been constructed in accordance with the requirements of the Records of Decision and are functioning as designed. Immediate threats have been addressed, and the remedies continue to be protective. Potential short-term threats are being addressed though institutional controls. Soil cover and cap remedies are being maintained properly and inspected in accordance with the appropriate requirements. Soil removal actions and equipment or system removals have successfully achieved remedial action objectives identified in the Records of Decision. The next Sitewide five-year review is scheduled for completion by 2011.« less

  • Idaho National Laboratory completes an annual Integrated Safety Management System effectiveness review per 48 CFR 970.5223-1 “Integration of Environment, Safety and Health into Work Planning and Execution.” The annual review assesses ISMS effectiveness, provides feedback to maintain system integrity, and helps identify target areas for focused improvements and assessments for the following year. Using one of the three Department of Energy (DOE) descriptors in DOE M 450.4-1 regarding the state of ISMS effectiveness during Fiscal Year (FY) 2010, the information presented in this review shows that INL achieved “Effective Performance.”
