Title: Securing America’s Future. Realizing the Potential of the Department of Energy’s National Laboratories

Abstract

The Department of Energy (DOE) laboratories are national assets that have contributed profoundly to the Nation’s security, scientific leadership, and economic competitiveness. In recognition of the continuing and evolving threats to our security and the dramatic increase in global economic and scientific competition, the laboratories are and will continue to be vitally important. Yet, the contributions of the National Laboratories are not inevitable, nor have they realized their full potential. This final report of the Commission to Review the Effectiveness of the National Energy Laboratories recommends ways the laboratories could overcome challenges to more efficiently and effectively accomplish the work for which they are uniquely suited.

  • The External Data Center (XDC) Operations Plan describes the activities performed to manage the XDC, located at Brookhaven National Laboratory (BNL), for the Department of Energy’s Atmospheric Radiation Measurement (ARM) Climate Research Facility. It includes all ARM infrastructure activities performed by the Data Management and Software Engineering Group (DMSE) at BNL. This plan establishes a baseline of expectation within the ARM Operations Management for the group managing the XDC.
  • The purpose of the L’Innovator is to assemble unique, state-of-the-art IP bundles developed at the national labs that aggregate synergistic technologies in furtherance of the emerging hydrogen and fuel cell market. The first L’Innovator IP bundle consists of Oxygen Reduction Reaction (ORR) Catalyst technology developed at Brookhaven National Laboratory (BNL), combined with Membrane Electrode Assembly (MEA) technology developed at Los Alamos National Laboratory (LANL).
  • October 1, 1987, marked the 10th anniversary of the United States Department of Energy. Established as the twelfth cabinet level department in the Federal Government, the Department was created from several predecessor agencies to coordinate federal energy policy and programs, including energy research, development, regulation, pricing, and conservation. Although the Federal Government bad been involved in various energy programs for decades, the numerous agencies responsible for energy research, development, production, or regulation usually had not coordinated their activities or policies.

  • During its first six months, the Administration has reformulated energy policy guidelines within the context of its overall Economic Recovery Program. This new national energy policy (of which Executive Branch action is but one part) will continue to develop and to be refined; it will not be tied to a static and unresponsive plan. This document defines the approach for reformulation of policy, and it presents the current energy outlook of the Nation. It is submitted to Congress in accordance with the requirements of Section 801 of the Department of Energy Organization Act (Public Law 95-91).
