  • This report is a qualitative assessment of the public and worker risk involved with the operation of a liquefied natural gas (LNG) vehicle refueling facility. This study includes facility maintenance and operations, tank truck deliveries, and end-use vehicle fueling; it does not treat the risks of LNG vehicles on roadways. Accident initiating events are identified by using a Master Logic Diagram, a Failure Modes and Effects Analysis, and historical operating experiences. The event trees were drawn to depict possible sequences of mitigating events following the initiating events. The phenomenology of LNG and other vehicle fuels is discussed to characterize themore » hazard posed by LNG usage. Based on the risk modeling and analysis, recommendations are given to improve the safety of LNG refueling stations in the areas of procedures and training, station design, and the dissemination of ``best practice`` information throughout the LNG community.« less

  • The objective of the study is to evaluate the potential of LNG as a vehicle fuel, to determine market niches, and to identify needed technology improvements. The white paper is being issued when the work is approximately 30 percent complete to preview the study direction, draw preliminary conclusions, and make initial recommendations. Interim findings relative to LNG vehicle technology, economics, and safety are presented. It is important to decide if heavier hydrocarbons should be allowed in LNG vehicle fuel. Development of suitable refueling couplings and vehicle fuel supply pressure systems are recommended. Initial economics analyses considered transit buses and pickupmore » and delivery trucks fueled via onsite liquefiers and imported LNG. Net user costs were more than (but in some cases close to) those for diesel fuel and gasoline. Lowering the cost of small-scale liquefiers would significantly improve the economics of LNG vehicles. New emissions regulations may introduce considerations beyond simple cost comparisons. LNG vehicle safety and available accident data are reviewed. Consistent codes for LNG vehicles and refueling facilities are needed.« less
  • This report describes a study conducted by Pacific Northwest Laboratory (PNL) to determine the impact of occupational safety and health (OSH) issues on the environmental restoration process at US Department of Energy sites. PNL selected three remediation projects to study: (1) the 618-9 Burial Ground Expedited Removal Action at the Hanford Site, (2) the Chemical Consolidation Interim Response Action at the Weldon Spring Site, (3) and the 200 West Area Carbon Tetrachloride Expedited Removal Action and VOC-Arid Integration Demonstration at the Hanford Site. The first two case studies involve sites where a remediation activity has been complete. The third casemore » study involves a remediation activity in its early stages of development. This study identifies OSH issues related to actual cleanup, time, documentation, training, and technology development. These issues need to be considered by DOE before making long-term planning efforts. Section 4.0 of this report describes recommendations for addressing these issues.« less
