Title: Springfield Processing Plant* (A Hypothetical Facility) SPP, Entry Control Point and Vehicle Gate Access Control Post Order

Abstract

This hypothetical order provides the requirements and instructions for the Springfield Processing Plant (SPP) Vehicle Gate and Entry Control Point (ECP) in the perimeter access building. The purpose of this post is to prevent the theft, sabotage or diversion of nuclear material (NM), control access and exit at the protected area, and to respond to emergencies according the SPP Guard Force (GF) Contingency Plan and as directed by a Guard Force Supervisor.

  • The Metro Area Solar Access Project was initiated by the City of Springfield as an off-shot of its overall energy planning program. The City was interested in reviewing and updating its solar access protection provisions and sought the cooperation of the City of Eugene and the Lane Council of Governments toward a metro-wide effort. The objective of the fully evolved metro project was to develop comprehensive and equivalent solar access protection provisions and administrative procedures for the metro area.   • An onsite visit was made to the Springfield Wood Products Facility, Springfield, Oregon, to observe the application of adhesives during the manufacturing of furniture products. All processes needed to take felled trees and process them into finished wood products were performed on site, including the production of particleboard and plywood products. Resins used at the site include methylene-bisphenyl-isocyanate and polymethylene-polyphenyl-isocyanate. Control measures included curtains hung around the particleboard press and the board/caul plate separator which effectively contained the rising, heated emissions from these operations for removal by the roof fans above these areas. A detector tube near the press indicatedmore » less than 0.5 parts per million (ppm) formaldehyde concentrations in this area. The board cooler and cooling tunnel was built onto the outside of the particleboard facility. Roof fans were located above the presses in the plywood facility. Workers handling the plywood wore gloves. Hearing protectors and safety glasses were required on some jobs. Respirators were available. While there were pockets of air in which the formaldehyde odor was stronger than the mild ambient level, the concentrations at this workplace were deemed to be low. If the wood-products industry is selected for in-depth study, this facility should be a prime candidate for a detailed survey.« less
  • The report of Grant et al., (1980) describes the EMC (electromagnetic compatibility) problems for the candidate SPS rectenna site in the Mojave Desert of California. This study examines the precipitation effects at nine other hypothetical SPS rectenna sites and the licensed transmitter density at four proposed SPS rectenna sites. The results of the precipitation study indicate that the transmission loss will not vary by more than 3% from site-to-site for the nine sites considered. Results of the licensed transmitter study for four sites support the contention that a strong correlation exists between population density and operational communications systems within smallmore » area (150 Km x 150 Km).« less
  • The National Institute for Occupational Safety and Health (NIOSH) conducted a site visit in response to a Health Hazard Evaluation (HHE) request received from the United State Immigration and Naturalization Service (INS). Personal air samples were collected for carbon monoxide (CO), hydrocarbons, and lead particulate matter. Personal and area air samples for lead, carbon dioxide and hydrocarbons were all within acceptable occupational health criteria for full shift exposures, however, peak exposures exceeded the NIOSH recommended ceiling concentration of 200 parts per million. Based on these results, the NIOSH HHE team made several recommendations that included modifying the local exhaust ventilationmore » systems, incorporating administrative controls, and elimination of some tasks.« less
