Title: Novel enabling technologies of gene isolation and plant transformation for improved crop protection

Abstract

Meeting the needs of agricultural producers requires the continued development of improved transgenic crop protection products. The completed project focused on developing novel enabling technologies of gene discovery and plant transformation to facilitate the generation of such products.

  • Analysis of the seismic response of large components in power plants is complicated by interaction between the component and the structure. In large components such as the steam generator this interaction cannot be neglected in forming accurate estimates of the response. Further, the presence of cracks in the internal piping of some steam generators has led to their integrity under seismic action being questioned. The experimental program described herein was initiated by the Electric Power Research Institute of Palo Alto, California, to provide an experimental assessment of the influence of interaction on the seismic response of such a large component.more » The report describes the design and construction of the steam generator model and model of the primary structure in which it is mounted and the results of an extensive series of simulated ground motion tests carried out on the shaking table at the Earthquake Engineering Research Center of the University of California at Berkeley. In these tests the steam generator model was supported in a conventional manner and on a natural rubber isolation bearing. The interconnection of the model and structure involved the use of a variety of restrainers.« less
  • Before disposing of transuranic radioactive waste at the Waste Isolation Pilot Plant (WIPP), the United States Department of Energy (DOE) must evaluate compliance with long-term regulations of the United States Environmental Protection Agency (EPA), specifically the Environmental Standards for the Management and Disposal of Spent Nuclear Fuel, High-Level and Transuranic Radioactive Wastes (40 CFR 191), and the Land Disposal Restrictions (40 CFR 268) of the Hazardous and Solid Waste Amendments to the Resource Conservation and Recovery Act (RCRA). Sandia National Laboratories (SNL) is conducting iterative performance assessments (PAs) of the WIPP for the DOE to provide interim guidance while preparingmore » for final compliance evaluations. This paper provides background information on the regulations, describes the SNL WIPP PA Departments approach to developing a defensible technical basis for consistent compliance evaluations, and summarizes the major observations and conclusions drawn from the 1991 and 1992 PAs.« less
  • U.S. Department of Energy (DOE) Order 5400.1, General Environmental Protection Program, requires each DOE site to prepare a Groundwater Protection Management Program Plan. This document fulfills the requirement for the Waste Isolation Pilot Plant (WIPP). This document was prepared by the Hydrology Section of the Westinghouse TRU Solutions LLC (WTS) Environmental Compliance Department, and it is the responsibility of this group to review the plan annually and update it every three years. This document is not, nor is it intended to be, an implementing document that sets forth specific details on carrying out field projects or operational policy.   • The DOE established the Groundwater Monitoring Program (GMP) (WP 02-1) to monitor groundwater resources at WIPP. In the past, the GMP was conducted to establish background data of existing conditions of groundwater quality and quantity in the WIPP vicinity, and to develop and maintain a water quality database as required by regulation. Today the GMP is conducted consistent with 204.1.500 NMAC (New MexicoAdministrative Code), "Adoption of 40 CFR [Code of Federal Regulations] Part 264,"specifically 40 CFR §264.90 through §264.101. These sections of 20.4.1 NMAC provide guidance for detection monitoring of groundwater that is, or could be, affected by waste managementmore » activities at WIPP. Detection monitoring at WIPP is designed to detect contaminants in the groundwater long before the general population is exposed. Early detection will allow cleanup efforts to be accomplished before any exposure to the general population can occur. Title 40 CFR Part 264, Subpart F, stipulates minimum requirements of Resource Conservation and Recovery Act of 1976 (42 United States Code [U.S.C.] §6901 et seq.) (RCRA) groundwater monitoring programs including the number and location of monitoring wells; sampling and reporting schedules; analytical methods and accuracy requirements; monitoring parameters; and statistical treatment of monitoring data. This document outlines how WIPP intends to protect and preserve groundwater within the WIPP Land Withdrawal Area (WLWA). Groundwater protection is just one aspect of the WIPP environmental protection effort. An overview of the entire environmental protection effort can be found in DOE/WIPP 99-2194, Waste Isolation Pilot Plant Environmental Monitoring Plan. The WIPP GMP is designed to statistically determine if any changes are occurring in groundwater characteristics within and surrounding the WIPP facility. If a change is noted, the cause will then be determined and the appropriate corrective action(s) initiated.« less
  • This report describes a demonstration of the performance assessment methodology for the Waste Isolation Pilot Plant (WIPP) to be used in assessing compliance with the Environmental Protection Agency. This demonstration incorporates development and screening of potentially disruptive scenarios. A preliminary analysis of the WIPP disposal system's response to human intrusion scenarios produces preliminary complementary cumulative distribution functions (CCDFs) used to assess the compliance of the WIPP with the Containment Requirements of the Standard. The conceptual model of the disposal system consists of geologic, hydrologic, and disposal system subsystems along with the physical and chemical processes associated with these subsystems. Parametermore » values defining the systems contain uncertainties and modeling approximations of such a disposal system contributes to those uncertainties. The WIPP compliance assessment methodology consists of a system of techniques and computer codes that estimate releases of radionuclides from the disposal system, incorporating analysis of the parameter uncertainties in the estimates. Demonstration CCDFs are presented, but are not yet credible enough to judge the probability of compliance of the WIPP with the EPA Standard. 60 refs., 75 figs., 30 tabs.« less
