The final report on the DOE Contract 86X-22006C gives the results of statistical analyses and research conducted in the period March 1, 1985 to July 31, 1986. Data generated in the previous DOE Contract (DE-AC05-78ET13513) was combined with carbide analyses performed in this contract. In a recent Letter [1], Bhimalapuram, Chakrabarty and Bagchi (BCB) study the phase transformation mechanism of the Lennard-Jones fluid and the non-conserved Ising model. They compute the free energy as a function of the size of the largest droplet of the stable phase. In apparent contradiction to classical nucleation theory (CNT), they find that in both systems the free energy develops a minimum at subcritical cluster sizes. Two different ideas of locality are described. Both are due essentially to Einstein. Quantum theory is compatible with the first but not the second. Chromium(III) (oxy)hydroxide and mixed Cr(III)-Fe(III) (oxy)hydroxides are environmentally important compounds for controlling chromium speciation and bioaccessibility in soils and aquatic systems and are also industrially important as precursors for materials and catalyst synthesis. However, direct characterization of the atomic arrangements of these materials is complicated because of their amorphous X-ray properties.
