  • The Department of Energy (DOE) has primary federal responsibility for the development and implementation of safe and environmentally acceptable nuclear waste disposal methods. Currently, the principal emphasis in the program is on emplacement of nuclear wastes in mined geologic repositories well beneath the earth's surface. A brief description of the mined geologic disposal system is provided. The National Waste Terminal Storage (NWTS) program was established under DOE's predecessor, the Energy Research and Development Administration, to provide facilities for the mined geologic disposal of radioactive wastes. The NWTS program includes both the development and the implementation of the technology necessary formore » designing, constructing, licensing, and operating repositories. The program does not include the management of processing radioactive wastes or of transporting the wastes to repositories. The NWTS-33 series, of which this document is a part, provides guidance for the NWTS program in the development and implementation of licensed mined geologic disposal systems for solidified high-level and transuranic (TRU) wastes. This document presents the functional requirements and performance criteria for waste packages for solidified high-level waste and spent fuel. A separate document to be developed, NWTS-33(4b), will present the requirements and criteria for waste packages for TRU wastes. The hierarchy and application of these requirements and criteria are discussed in Section 2.2.« less
  • This report describes a gap analysis performed in the process of developing the Waste Integrated Performance and Safety Codes (IPSC) in support of the U.S. Department of Energy (DOE) Office of Nuclear Energy Advanced Modeling and Simulation (NEAMS) Campaign. The goal of the Waste IPSC is to develop an integrated suite of computational modeling and simulation capabilities to quantitatively assess the long-term performance of waste forms in the engineered and geologic environments of a radioactive waste storage or disposal system. The Waste IPSC will provide this simulation capability (1) for a range of disposal concepts, waste form types, engineered repositorymore » designs, and geologic settings, (2) for a range of time scales and distances, (3) with appropriate consideration of the inherent uncertainties, and (4) in accordance with rigorous verification, validation, and software quality requirements. The gap analyses documented in this report were are performed during an initial gap analysis to identify candidate codes and tools to support the development and integration of the Waste IPSC, and during follow-on activities that delved into more detailed assessments of the various codes that were acquired, studied, and tested. The current Waste IPSC strategy is to acquire and integrate the necessary Waste IPSC capabilities wherever feasible, and develop only those capabilities that cannot be acquired or suitably integrated, verified, or validated. The gap analysis indicates that significant capabilities may already exist in the existing THC codes although there is no single code able to fully account for all physical and chemical processes involved in a waste disposal system. Large gaps exist in modeling chemical processes and their couplings with other processes. The coupling of chemical processes with flow transport and mechanical deformation remains challenging. The data for extreme environments (e.g., for elevated temperature and high ionic strength media) that are needed for repository modeling are severely lacking. In addition, most of existing reactive transport codes were developed for non-radioactive contaminants, and they need to be adapted to account for radionuclide decay and in-growth. The accessibility to the source codes is generally limited. Because the problems of interest for the Waste IPSC are likely to result in relatively large computational models, a compact memory-usage footprint and a fast/robust solution procedure will be needed. A robust massively parallel processing (MPP) capability will also be required to provide reasonable turnaround times on the analyses that will be performed with the code. A performance assessment (PA) calculation for a waste disposal system generally requires a large number (hundreds to thousands) of model simulations to quantify the effect of model parameter uncertainties on the predicted repository performance. A set of codes for a PA calculation must be sufficiently robust and fast in terms of code execution. A PA system as a whole must be able to provide multiple alternative models for a specific set of physical/chemical processes, so that the users can choose various levels of modeling complexity based on their modeling needs. This requires PA codes, preferably, to be highly modularized. Most of the existing codes have difficulties meeting these requirements. Based on the gap analysis results, we have made the following recommendations for the code selection and code development for the NEAMS waste IPSC: (1) build fully coupled high-fidelity THCMBR codes using the existing SIERRA codes (e.g., ARIA and ADAGIO) and platform, (2) use DAKOTA to build an enhanced performance assessment system (EPAS), and build a modular code architecture and key code modules for performance assessments. The key chemical calculation modules will be built by expanding the existing CANTERA capabilities as well as by extracting useful components from other existing codes.« less
  • The NWTS-33 series, of which this document is a part, provides guidance for the National Waste Terminal Storage (NWTS) program in the development and implementation of licensed mined geologic disposal systems for solidified high-level and TRU wastes. Program objectives, functional requirements, and system performance criteria are found in this document. At the present time final criteria have not been issued by the Nuclear Regulatory Commission (NRC) and Environmental Protection Agency (EPA). The criteria in these documents have been developed on the basis of DOE's judgment of what is required to protect the health and safety of the public and themore » quality of the environment. It is expected that these criteria will be consistent with regulatory standards. The criteria will be re-evaluated on a periodic basis to ensure that they remain consistent with national waste management policy and regulatory requirements. A re-evaluation will be made when final criteria are promulgated by the NRC and EPA. A background section that briefly describes the mined geologic disposal system and explains the hierarchy and application of the NWTS criteria is included in Section 2.0. Secton 3.0 presents the program objectives, Section 4.0 functional requirements, Secton 5.0 the system performance criteria, and Section 6.0 quality assurance and standards. A draft of this document was issued for public comment in April 1981. Appendix A contains the DOE responses to the comments received. Appendix B is a glossary.« less
  • At the present time, final repository criteria have not been issued by the responsible agencies. This document describes general objectives, requirements, and criteria that the DOE intends to apply in the interim to the National Waste Terminal Storage (NWTS) Program. These objectives, requirements, and criteria have been developed on the basis of DOE's analysis of what is needed to achieve the National objective of safe waste disposal in an environmentally acceptable and economic manner and are expected to be consistent with anticipated regulatory standards. The qualitative statements in this document address the broad issues of public and occupational health andmore » safety, institutional acceptability, engineering feasibility, and economic considerations. A comprehensive set of criteria, general and project specific, of which these are a part, will constitute a portion of the technical basis for preparation and submittal by the DOE of formal documents to support future license applications for nuclear waste repositories.« less
  • This report represents an update to our earlier reports on low-level waste performance assessment. This update addresses needed improvements and recommended approaches to the existing state of the art in modeling, treatment of uncertainty, and use of data. Greater attention is paid to developing an integrated approach to performance assessment than was done in earlier developments of the methodology. Furthermore, insights are being developed by participating in validation exercises, and by evaluating which validation data are needed to improve confidence in the methodology. It is emphasized that the performance assessment methodology update is a work in progress; the recommendations givenmore » here will form the general directions toward which the methodology is heading, but some of the specific approaches may continue to evolve as the research progresses.« less
