Title: Optimizing Integrated Luminosity in a B Factory Storage Ring Using Emittance Control During a Beam Fill

During a fill in a colliding beam storage ring, the beam currents decay which decreases the luminosity and reduces the beam-beam tune shift parameters. In this note we investigate the active control of the vertical and horizontal emittances during a fill in order to keep the beam-beam tune shifts at their maxima thereby maximizing the integrated luminosity over the fill. The beam conditions are complicated by the inter-beam requirements of a asymmetric collider, e.g. PEP-II. Estimates of the increase in integrated luminosity are given and discussions of the required emittance adjustments and control possibilities are included.
