By 2010, the United States plans to begin operation of a geologic repository for permanent disposal of commercial spent nuclear fuel and high-level radioactive waste. This report provides the technical bases for seismic design of an irradiated fuel and high-level nuclear waste repository (HLNWR), including the definition of design loads, engineering design performance goals, specific design procedures to achieve the performance goals, and long-term monitoring guidelines to confirm expected performance. Although the report covers excavation and thermally induced seismic loads, the principal emphasis is on vibratory ground motion and fault displacement loads due to natural earthquakes. The report includes a probabilistic-deterministic methodology and is adequately detailed to permit development of a site-specific seismic hazard evaluation as well as seismic design criteria and procedures.
