Title: Tank 241-C-103 tank characterization plan

Abstract

The data quality objective (DQO) process was chosen as a tool to be used to identify the sampling analytical needs for the resolution of safety issues. A Tank Characterization Plant (TCP) will be developed for each double shell tank (DST) and single-shell tank (SST) using the DQO process. There are four Watch list tank classifications (ferrocyanide, organic salts, hydrogen/flammable gas, and high heat load). These classifications cover the six safety issues related to public and worker health that have been associated with the Hanford Site underground storage tanks. These safety issues are as follows: ferrocyanide, flammable gas, organic, criticality, high heat, and vapor safety issues. Tank C-103 is one of the twenty tanks currently on the Organic Salts Watch List. This TCP will identify characterization objectives pertaining to sample collection, hot cell sample isolation, and laboratory analytical evaluation and reporting requirements in accordance with the appropriate DQO documents. In addition, the current contents and status of the tank are projected from historical information. The relevant safety issues that are of concern for tanks on the Organic Salts Watch List are: the potential for an exothermic reaction occurring from the flammable mixture of organic materials and nitrate/nitrite salts that could resultmore » in a release of radioactive material and the possibility that other safety issues may exist for the tank.« less

  • This document is a plan that identifies the information needed to address relevant issues concerning short-term and long-term safe storage and long-term management of Single-Shell Tank (SST) 241-C-103.
  • This document is a plan which serves as the contractual agreement between the Characterization Program, Sampling Operations, WHC 222-S Laboratory, and PNL 325 Analytical Chemistry Laboratory. The scope of this plan is to provide guidance for the sampling and analysis of samples from tank 241-C-103.
  • The tasks described by this work plan have been completed. The purpose of this revision it to document what actually occurred during the performance of this work plan. The scope was and is limited to phases 1 and 2 as described in the program plan, revision 1. Phases 1 and 2 include the tank 241-C-103 (C-103) vapor. For economic and as low as reasonably achievable (ALARA) reasons, we will limit our scope to characterize the C-103 vapor phase for the categories that could be expected to impact facility worker safety from a toxicological and flammability standpoint. In anticipation that amore » vapor treatment system may be required, categories necessary for design will also be included. It will be the intent of the C-103 vapor characterization program to: (1) identify the substances from the above list of categories that are applicable to the issues involving C-103, and (2) implement a phased plan which will develop the organic vapor phase characterization method and then characterize the organics and the other selected substances to the required quantitative certainty.« less
  • Waste tank vapor space samples for a flammability analysis and characterization were obtained from Tank 241-C-103, referred to as C-103, in early December 1993. The purpose of this report is to describe the analytical results of these samples and the resulting concentration of nominal paraffin hydrocarbons (NPH) in the tank vapor space. Past reports of a thick fog in the vapor space of C-103 led to a concern that an NPH fog could supply fuel to the vapor space in a form that could not be resolved ability measurement procedures. The scope of this study was to utilize a previouslymore » validated method to determine actual NPH concentrations. In this method, NPH samples were collected in multi-layer aerosol/vapor sorbent tubes inserted into the tank vapor space and analyzed by gas chromatography/mass spectrometry.« less
