Title: Intelligent Facial Recognition Systems: Technology advancements for security applications

Abstract

Insider problems such as theft and sabotage can occur within the security and surveillance realm of operations when unauthorized people obtain access to sensitive areas. A possible solution to these problems is a means to identify individuals (not just credentials or badges) in a given sensitive area and provide full time personnel accountability. One approach desirable at Department of Energy facilities for access control and/or personnel identification is an Intelligent Facial Recognition System (IFRS) that is non-invasive to personnel. Automatic facial recognition does not require the active participation of the enrolled subjects, unlike most other biological measurement (biometric) systems (e.g., fingerprint, hand geometry, or eye retinal scan systems). It is this feature that makes an IFRS attractive for applications other than access control such as emergency evacuation verification, screening, and personnel tracking. This paper discusses current technology that shows promising results for DOE and other security applications. A survey of research and development in facial recognition identified several companies and universities that were interested and/or involved in the area. A few advanced prototype systems were also identified. Sandia National Laboratories is currently evaluating facial recognition systems that are in the advanced prototype stage. The initial application for the evaluation ismore » access control in a controlled environment with a constant background and with cooperative subjects. Further evaluations will be conducted in a less controlled environment, which may include a cluttered background and subjects that are not looking towards the camera. The outcome of the evaluations will help identify areas of facial recognition systems that need further development and will help to determine the effectiveness of the current systems for security applications.« less
