First Known Use of QECBs will Save Yolo County at Least $8.7 Million Over the Next 25 Years, Energy Analysis (Revised) (Brochure)

Abstract

Yolo County, California, made history in July when officials installed a 1 MW solar PV project to supply power to both a jail and juvenile center. The project is noteworthy for at least two reasons: It is the first known use of qualified energy conservation bonds (QECBs) and, subsequently, the first known combined use of QECBs and clean renewable energy bonds (CREBs) in the country. This article outlines the process the county underwent to finance the installation as well as the ways in which it helped make the process easier for itself.

If the 500 MW geothermal project on the Big Island of Hawaii is developed as planned, the Wao Kele O Puna rain forest will be severely damaged or destroyed. If this happens the State will lose one of its most precious resources. It would be tragic for this to happen, since on a least-cost basis, the geothermal project does not make economic sense. Improving energy efficiency in the commercial and residential sectors of Hawaii can save about 500 MW of power at a cost of $700 million.

Major conclusions of the report are: Important seismic activity in the next one million years will be restricted to the Intermountain Seismic Belt. Minor seismic activity in the same period will be restricted to the Nevada Seismic Belt, Sierra Nevada front, and Reno-Yellowstone lineament. There will be seismic inactivity in the same period in the rest of the Basin and Range Province except locally along high mountain frontal fault zones. In these zones, isostatic unloading will produce slow, secular, mild seismic activity for many millions of years to come.

A nuclear-waste repository has been proposed for construction within the Hutchinson Salt Member, Wellington Formation (Permian, Guadalupian), at depths of about 1000 feet (300 m) near Lyons, Rice County, central Kansas. One millions years hence was defined as the period of concern, during which the nuclear waste would degenerate to a state harmless to life.
