A substantial portion of DOE's oil research is implemented by the National Institute for Petroleum and Energy Research (NIPER), co-located with BPO in Bartlesville, Oklahoma. Established in 1918 by the U.S. Bureau of Mines as a research facility to assist development of the midcontinent oil and gas industry, NIPER continues in an expanded role today, balancing the global requirements of energy, environment and economics. Focusing on the interdependence and diversity of DOE's stakeholders in the petroleum community, NIPER performs a dual purpose by serving industry-specific groups and individual clients. NIPER's program to advance improved oil recovery and related technology is designed to benefit a national network comprising the petroleum industry, professional associations, universities and other State and Federal agencies.
BDM-Oklahoma, Inc., a wholly owned subsidiary of BDM Federal, Inc., began management and operation of NIPER on January 1, 1994. In addition, the company manages elements of DOE's Oil Program, including research, development and demonstration activities in petroleum exploration, drilling, production, processing and utilization, and environmental remediation. The staff also provides technical and programmatic support and management of DOE's Reservoir Class Field Demonstration Program. A technology transfer program, conducted to ensure timely delivery of research results to the domestic petroleum industry, includes publications, licensing, CRADAs, Work for Others, and science education activities.
