In some cases the Announcement Notices 241.1, 241.3, and 241.4 are submitted to OSTI without an STI product attached or a URL linking directly to the product. The announcement notice only submission is appropriate when a published journal article or conference paper/proceeding is copyrighted. The announcement notice only option for open-source software is appropriate when the software is available directly from the major site/facility management contractor.
