STIP Managers Teleconference

FY03 STIP Meeting - OSTI plans to host a STIP Meeting in FY03. The current plan is to have the meeting in conjunction with the CIO's Annual Information Technology Conference (AITC) since that was well-received this past March.  The CIO's AITC meeting planners have not scheduled a date or location, so STIP meeting budget planning is slightly hindered.  As a suggestion, STIP meeting participants should set aside an amount in their travel budget that will accommodate travel anywhere, including Oak Ridge.  OSTI will keep the STIP Community informed as AITC plans become definite.

DOE 25th Anniversary - DOE will be celebrating its 25th Anniversary on Oct. 8. A brochure will highlight the top 25 DOE accomplishments that would be identifiable by the public. Currently, resources like SC's Decades of Discovery, R&D Accomplishments, and the Energy 100 awards (http://www.ma.doe.gov/energy100) are being considered. Each lab has most likely identified its best known or most cited scientific accomplishment. Please provide the top 1-2 favorite accomplishments that your lab cites along with a description to Sharon at jordans@osti.gov by September 20. OSTI will compile the list of accomplishments to be used for consideration of items that will be listed in the brochure.

STI Access Policy & Practices Across DOE - During FY02, using guidance subsequent to 9/11, OSTI identified a number of documents from over 33 different DOE labs/facilities that could be considered too sensitive for public posting. Through ongoing communications with the sites most of the questions regarding the sensitivity of the information have been resolved; however,  there are still some documents that should be reviewed to determine the appropriate access category. When performing this review, sites should keep in mind that there should be a valid reason for limiting the documents. Since the January review, new items made available to OSTI have been identified as questionable.  OSTI will be working with the sites to resolve these as well. The ultimate goal is to reconcile our procedures and as a result establish a stated policy for STI. 

A new issue was raised concerning whether paper documents from one site may still be circulating in the libraries of other sites. The solution to this issue is not readily known, but double-checking with the Energy Citations Database (ECD) would provide such guidance (i.e., if it's no longer in ECD, then it's probably not for general circulation).The removal of documents from public view is coordinated with NTIS, GPO, and the NRC. 

Harvesting Status - Susan Tackett announced that OSTI is placing a major focus on harvesting. The initiative involves the use of available technology to obtain ("harvest") STI directly from sites. NREL has been in production for a year; ANL data was successfully harvested into the production database in late June; and PNNL and LLNL are finalizing data mapping for harvesting; BNL plans to initiate harvesting after migration of BasisPlus database to Oracle in late FY 2002. Light Source Data Status (Susan Tackett) - The term "light source" should actually be referred to as "user facilities." Two DOE-IG reports in FY01 focused on the need to get STI from DOE user facilities forwarded to OSTI. The Office of Science has mandated that their user facilities get their STI to OSTI. OSTI has begun to receive records from five of the nine identified sites. To date, no records have been received from SSRL at SLAC, HFIR at ORNL, LANSCE at LANL, or EMSL at PNNL. However, PNNL noted that they have approximately 2,000 EMSL records that will be picked up when they move to harvesting. FY02 R&D Data Call - The FY 2002 R&D Data Call will be announced soon.  The memo to formally transmit the Data Call is in concurrence at Headquarters to be signed out by James Campbell, Director, Management, Budget and Evaluation/Deputy CFO. The draft Guidance Document is available at http://www.osti.gov/rd/ .  For FY02, Lab Directed R&D (LDRD) and a new funding mechanism "Plant Directed R&D" PDRD will be reported to a new LDRD/PDRD system at Headquarters.  Headquarters will provide this data to OSTI for inclusion in the R&D Tracking System.  Also, the data fields "Principal Investigator Name" and "Principal Investigator Affiliation" have been changed from "if available" fields to required fields for the FY 2002 data submission. PubSCIENCE & DOE Journal Literature - In August, a notice was posted on PubSCIENCE notifying users that DOE was proposing to discontinue it.  This proposal was based on a review we did a few months earlier on the online availability of searchable journal citations through other sources.  Notably Scirus and Infotrieve have in the past year made journal citations freely searchable via the web.  We see this trend continuing, thus the DOE proposal was issued.  Comments were accepted for 30 days, and the comment period ended on September 8.  An analysis of the comments are being finalized at Headquarters. Whatever the final decision, this will not affect other OSTI products or OSTI's coverage of DOE research results.  Journal items are currently being covered in ECD along with the citations of various other types of STI products.

Miscellaneous - Sharon mentioned that authors are sending e-mails to the Information Bridge product manager regarding documents on public websites.  The STI Managers should be sure that releasing officials are prepared to address such questions, as OSTI will be forwarding those messages to them.
