Duty Reassignments at OSTI - Sharon Jordan
For FY 2002, Information International Associates/NCI (IIA/NCI) took over as the on-site information technology contractor at OSTI. To overcome the projected shortfall, some work is being discontinued, and, in other cases, a few federal employees are shifting their assignments. Some changes that you may notice are in Request Services (on-demand hard copy STI) and Software Center. Delores Brabson and Kim Buckner will assume these duties.

The OSTI Service Directory is available through the OSTI home page and will be updated in the near term to reflect the changes.

STI Meeting Plans - Sharon Jordan
The November 7-8, 2001, STI Meeting has been postponed. We appreciate Kathy Macal and her staff for all the work they put into preplanning for the ANL location.

The meeting should be rescheduled for early FY 2002, but after the November/December timeframe. February is still early enough in FY 2002, but the weather can be a factor. Hence, Chicago isn't as good a location for a meeting in February as it would be for the first week in November. We would appreciate hearing suggestions for locations and from volunteers who are willing to host the meeting so that we can restart the planning process. Contact any of the OSTI STI POCs (http://www.osti.gov/stip/ostisti.htm) to express interest.

Annual Information Technology Conference (AITC) - OSTI is partnering to include "STI" topics on the agenda in this year's conference, sponsored by the DOE Chief Information Officer and hosted by the four Power Marketing Administrations (Bonneville, Western, Southwestern, Southeastern) and their respective Chief Information Officers. The meeting is planned for Denver, Colorado, March 18-19, 2002. The Call for Papers is now available at (http://cio.doe.gov/aitc/). We have an item or two on the AITC agenda and also can have a separate meeting with the STIP participants who attend the conference. However, this would not be a substitute for a full STIP meeting.

DOE F 241.4, "Announcement of Computer Software" - Kathy Waldrop
The new DOE F 241.4 "Announcement of Computer Software" is now available as a PDF fillable form at http://www.osti.gov/estsc/doef2414.pdf. This announcement form replaces the ESTSC F 1 and ESTSC F 2 which should no longer be used when announcing software packages to the Energy Science and Technology Software Center (ESTSC) .

Beginning immediately, software manuals should also be made available to OSTI accompanied by the DOE F 241.4. Neither the DOE F 241.1 nor the DOE F 241.3 should continue to be used to announce software manuals. Software Manual is no longer an STI product type value on the DOE F 241.3 and will be removed from the DOE F 241.1 when the form is revised.

Site software contacts or person(s) preparing the software products for OSTI will continue to make the software products available to OSTI. This step should not be bypassed. If you have questions about using the new form, call (865) 576-2606 or e-mail (estsc@adonis.osti.gov) the ESTSC.


DOE G 241.1-1A - Kathy Waldrop
In September, OSTI was told by DOE/MA that DOE G 241.1-1A was not posted on the DOE Directives Web site August 31, had slipped because they had failed to send it to the editors for final review. As a result of the editors review, some minor editorial changes were suggested and made. The Guide should be posted the week of October 22, according to one DOE/MA source. As mentioned earlier, in this Guide revision process, it is perfectly acceptable for a draft revision of a Guide to be used even before the editors review the document and it is posted on the Directives Web site since a Guide does not require the formal approval process required for an Order. The current draft version of the Guide has been available on the STIP Home Page for several months and should be used until the Guide is posted on the DOE Directives Web site. OSTI will send out an announcement via the Info-M listserve when the Guide has been posted on the Directives Web site.

Journal Literature Coverage - Sharon Jordan
In follow up to the issuance of IG report "Peer-Reviewed Scientific Literature Generated at the Department's Light Sources" (DOE/IG-0520), there will be renewed emphasis this year on covering journal literature, which has been a recognized type of STI for many years. OSTI has attempted to cover most journals where DOE information was published via our publisher agreements for PubSCIENCE; however those agreements are voluntary and therefore are not comprehensive (IG pointed out 44% comprehensiveness). Departmental expectations are that, in FY02, there will be a measurable increase in the coverage of journal articles in PubSCIENCE. The citations for these will be announced in the Energy Citations Database as well. Journal items can be submitted via DOE F 241.1 using E-Link.

The Office of Science sent an email memorandum Sept 20 to Directors of BES Light Source Facilities at ANL, BNL, SLAC, ORNL, SNL, LBNL, SNL. The email notes that the first recommendation in the IG report is to "Periodically update the PubSCIENCE database with bibliographic records made available by the light sources in accordance with Department Order 241.1A." The Office of Basic Energy Sciences supports this recommendation and wants to help implement it for all major BES facilities.

The facility's user administrator was advised to work with the STI manager in working out the details to provide the publication data in a way that OSTI can use. This would follow the same process as submitting other STI products. If needed, OSTI will prepare more specific instructions and guidance for those of you affected (formatting, light source identifier, etc.). Another possibility is to 'harvest' data from databases if the data is not already part of the STI processing stream and there are local constraints on including it. If you have specific questions about the data or about 'batch files' vs. individual records, contact Kathy Waldrop or Lynn Davis.

Brookhaven mentioned that they are looking at sending citation announcements only; many of the journal articles are written by the non-DOE users, not by BNL staff. Getting the data could prove to be a problem. This will meet minimal requirements if journal availability source information is provided. However, the IG stated interest in abstracts. The IG believes that users of a DOE facility should send OSTI their STI output.

In order for BES to identify the light source journal information submitted to OSTI, it was suggested that the announcement record include a report number identifying the facility or at a minimum include the acronym of the facility as an "other identifying number." This could also prove helpful for LDRD reports, CRADAs, etc., where specific HQ programs are seeking the reports of interest to them.

Energy Citations Database (ECD): Up and Running - Sharon Jordan
DOE Energy Citations Database (DOE ECD) (http://www.osti.gov/doeecd/) is available. A DOECAST message will be sent out soon, as well as other announcements. It contains approximately 4 million records and includes bibliographic data from Nuclear Science Abstracts (NSA) and Energy Science and Technology Database (EDB). Available without charge to its users, DOE ECD is primarily a bibliographic database, but also provides links to thousands of full-text items from more recent years. DOE ECD contains international information that cannot be included in the public version because of agreement restrictions. Access to ECD is based on IP address which should already be set-up for each DOE element. If you are unable to access the DOE ECD, contact Mary Schorn, schornm@osti.gov. The public version of Energy Citations Database is available at http://www.osti.gov/energycitations/.

EMSL IG Audit - Pam Novak, PNNL
On Sept. 26 of this year, the DOE Inspector General issued Report IG-0526: Audit Report on "Dissemination of Research from the Environmental Molecular Sciences Laboratory" (http://www.ig.doe.gov/pdf/ig-0526.pdf).

This audit was similar to the "Peer-Reviewed Scientific Literature Generated at the Department's Light Sources" (DOE/IG-0520). PNNL received an "A+" for providing STI technical reports to OSTI, but an "F" for journal articles. Pam noted that to change PNNL's internal process from a QA perspective will take some work because PNNL doesn't want to send OSTI inaccurate journal data received from overeager authors. Performance measures will be worked out between PNNL and Richland Operations Office.

Procedures for Paper STI - Susan Tackett
Although the deadline for paper submission to OSTI was January 1, 2001, OSTI agreed to process paper postmarked by January 12. Most sites have converted to total electronic submission of bibliographic information and of full-text (for those not making available through site-hosted servers). OSTI continues to receive a small percentage of paper documents and, with the exception of classified and UCNI, these are being returned to the originating site or awarding office for disposition.

An interim solution for those not fully prepared to make the electronic transition is for the awarding office or laboratory to serve as the available source for hard copy STI documents until such time that electronic ones can be made available to OSTI. This should be noted by the submitter on the electronic announcement form in the "availability" field. In these cases, OSTI will announce the bibliographic record and the submitting site will be the source for full text.

When using the DOE F 241.1, availability should be noted in Part I.I., Publisher Name and Location in the availability sub-field. Additionally, in Part II.2., Medium of STI Product, no full text should be indicated.

When using the DOE F 241.3, no full text should be noted in Part II.A., Medium of STI Product. Additionally, the awarding office as the source of STI product availability should be noted in Part III, B.

Miscellaneous - All Participants
E-Link Record Correction -
If sites want to change older records, they should be edited rather than deleted because the older records may have significant value-added information (i.e., abstracts, subject categories, keywords, etc.). If you have questions on how to do this, contact Lynn Davis

E-PhySCI Newsletter -
OSTI requests articles for the October and future E-PhySCI Newsletters. The subject areas covered by the newsletter are News and Information, Featured Site(s), Scientist Updates, Recent Publications, Upcoming Meetings. Articles recommended for inclusion should be sent to Lynn Davis.

STIP Strategic Plan -
At the next STI Meeting, OSTI will lead a discussion on revising the STIP Strategic Plan. The four goals addressed in the Plan are not expected to change much, but how we will meet them may change somewhat. Suggestions are welcome and should be sent to Sharon Jordan.

STIP Managers Teleconference -
