STIP Strategic Plan - Sharon Jordan reported that OSTI has compiled the notes from the Denver meeting, but these need to be checked for accuracy/wording with the three goal groups. OSTI will work with goal participants off-line before a draft goes out to the whole group. The process will start out as e-mails; conference calls may follow. A draft Plan may be out by July 2002.

Improving Science Visibility - Sharon Jordan shared current information about DOE's desire to improve its science visibility. A group 2-3 years ago looked at this topic and DOE is still interested in getting better visibility for its science efforts. DOE Web Council will meet next week, and this topic will likely be discussed to improve the "energy.gov" so that science professionals can get information more quickly (the current layout is slanted toward the consumer). If you have comments or suggestions, send Sharon a note. OSTI has a representative on the DOE Web Council, which meets monthly.

ISI Current Contents - Susan Tackett followed up with a discussion from the Denver STI Meeting when OSTI agreed to look into getting journal citations from ISI instead of the sites because the sites themselves don't always have this information. OSTI contacted the DOE Office of General Counsel (GC) , and GC did not think that DOE's use could fit into the ISI licensing agreement. Therefore, sites are on their own in this area.. Some sites already use ISI for this purpose.

Harvesting Status - Susan Tackett shared the most recent interest sites are having related to harvesting. In response to the DOE-IG report on STI from the light sources (http://www.ig.doe.gov/pdf/ig-0520.pdf) , most of the sites mentioned in the report are going to allow OSTI to harvest the information. To date, only NREL is fully engaged in harvesting. Sites should remember that OSTI needs to increase its journal coverage, and that coverage is going to have to come from the sites.

Software- Kathy Waldrop reminded STIP managers that sites were encouraged to have a software point of contact and have that person advertise the need to send software to OSTI. If a new software POC is named, make sure to tell Kathy (waldropk@osti.gov) or Kim Buckner (bucknerk@osti.gov) of the ESTSC. ESTSC has indicated that some of the software submissions don't have the new DOE F 241.4 properly completed; in particular, sites need to perform a sensitivity review at the site before submitting the software. Although the DOE F 241.4 is available through www.osti.gov/estsc/ and www.osti.gov/elink/ it is a PDF-fillable form and can't be saved. Therefore, you can't make changes to an already submitted item. The PDF-fillable form allows for individuals to fill in data online and submit the form electronically, but it does not create a downloadable record at the site.

Classified - Kathy Waldrop mentioned that OSTI has not seen an increase in activity since the Denver meeting. Sites are reminded that classified STI is still STI, and is to be submitted to OSTI according to DOE O 241.1. Please be sure this is emphasized at your site; David Bellis may be contacting your site in the near future on this topic.

Website Document Review - Kathy Waldrop announced that OSTI still needs the results of the Website Document Review sent out January 4, 2002, which identified the documents that were removed from Information Bridge by OSTI based on some "best guess" indicators. Sites were to requested to provide a response to OSTI as to whether documents should be restored or restricted. Responses are now overdue by many weeks, and OSTI needs to know your site's status. Send an e-mail to Kathy if you haven't responded. OSTI needs to closeout this action, so data is needed from all sites.

For documents that sites want to restrict, the access limitation on the announcement record. OSTI cannot do that for the sites. You will have to change the access limitation to restrict the document to DOE and DOE Contractors or to further restrict the availability of the document one of the other access limitations as appropriate.

OSTI is working with NRC to ensure that NRC documents are handled per NRC guidelines.

Broken Links - Kathy Waldrop also mentioned that if sites are no longer hosting their documents, but are uploading those that they have taken down, the announcement records should reflect the change. A recent study showed that 40% of the links to site-hosted documents are broken. Each site will be contacted by OSTI to discuss fixing this URL problem. Some sites have just a few broken links, but others have hundreds of broken links.

Subject Portals - Sharon Jordan announced three new subject portals OSTI has created; all portals can be found off OSTI's Home Page (www.osti.gov). In the future, there may be portals for categories of information other than scientific subjects, e.g. LDRD. These portals are more comprehensive than the old Current Awareness publications, since the distributed search capability covers more sources of information.

Science.gov - Sharon Jordan shared the government's planned public launch of science.gov. The interagency group is interested in dentifying the notable scientists in the government today. If you can think of ways to attract media attention to a launch of science.gov, please contact Sharon (jordans@osti.gov). If you want to make any changes to the list of DOE URL's included in science.gov, contact Sharon efore the end of May.

Miscellaneous - No other topics surfaced. The next call will be July 10. OSTI will be contacting the sites on some of the above topics before then.
