STIP Managers Teleconference

This was the first Meet-Me call since last September, due to the
November STIP meeting.
OSTI Realignment - Karen Spence
OSTI has realigned and the new Org chart is located at http://www.osti.gov/ostiorg.htmlOrg.
In essence, Walt is the Director in Washington, with two directors at
OSTI. Chuck Morgan is the Director for Operations/Manager and RL Scott
is the Director for Project and Program Development. Karen's new title
is Assistant Director for Program Integration and she along with STIP
now fall under RL.
InForum Update - Karen Spence
There will not be a traditional InForum meeting in Oak Ridge this year.
Instead, there will be an InForum 2000 in Washington, D.C. to bring
together other government agencies and showcase new approaches in
information technology. The Meeting will be a one-day affair, perhaps on
May 3.
Follow-Up From November 1999 STIP Meeting - Sharon Jordan
Minutes are on the Web. The R&D Accomplishments page has added a
"Snapshots" section, as mentioned at the STIP meeting. Check
there for the R&D 100 Awards information, a suggestion from the STIP
Meeting. The What's New area of the OSTI Home Page is a good place to
look at updates. At the end of January, www.osti.gov/preprints should be
operational. The World Energy Database is up, as is the INIS database.
The DOE announcement went out today on these products, and on the first
day OSTI has already received 90 requests for access to the former, and
20 for the latter. The Applied Technology guidance was issued by NE at
Headquarters last week, and some of the text will go into the Guide.
OSTI is forwarding the guidance to the STI Points-of-contact.
Special Character SIG Update - Rita Hohenbrink
Progress is being made, including a Meet-Me call. Recommendation may
come out in February.
Guide Revision Status - Kathy Waldrop
A number of recommendations have been received since the November
meeting. The major concerns have been addressed and are included in the
copy that will be forwarded to Headquarters for the formal review
process in February. The DOE F 241.1 is receivng minor revisions and
Non-M&O/M&I direct procurements will soon have their own form.
The subject category scheme will be changing a bit (there will be 48
subject categories). A crosswalk will be posted on the STIP Home Page.
Journal Feedback - Susan Tackett
We want to track which titles we have with publishers like Elsevier
because the rate we get is based on DOE subscriptions, regardless of
whether the site is participating in this project. The Group has a
master list of who gets what. BNL has shared their Elsevier agreement
with OSTI, and their agreement is not contingent on DOE's list. If you
want to discuss agreements, contact Susan. Argonne has cancelled a lot
of Elsevier journals, and it's not known whether this will affect the
rest of DOE. The DOE consortium (11 sites, with one pending) should not
affect the nonparticipating sites' ability to work with Elsevier.
DTIC Distance Learning Tool Status - Kathy Waldrop
Kathy is beta-testing the DTIC Distance Learning Tool and it is very
impressive. The OSTI STIP Team believes it would be beneficial to
conduct a feasibility study to determine if it would accomplish the STIP
goal of providing STI training. The design of the system is modular, so
we can use the current STI Information Modules, as well as determine
other information which would serve the needs of the STIP community.
Kathy requested the sites to provide Technical staff to participate in a
Task Force to conduct a feasibility study. The URL will be sent out to
preview the DTIC tool. Volunteers to participate in the feasibility
study should contact Kathy by cob Friday, February 4. The first
Feasibility Study Task Force meeting will be held on Tuesday, February 8
from 11:30-12:30. Additional information will be sent via the STIP
listserve.
E-Link Status - Sharon Jordan
The new E-Link interface was tested; it works! It should be easier to
use when completed. More changes are being made this month, e.g.; to
increase the search functionality and allow record editing.
Proposal for Author Tool - Don Altom
OSTI is contemplating putting their controlled vocabulary on the Web to
help folks in determining which keywords to use. There are about 28,000
terms, and the Web access would be arranged in such a way the terms
would be "nested" in groups; it would not just be a list of
28,000 terms. They also are thinking of having a "cut and
paste" way to allow 241.1 users to paste the terms into their form
and allow InfoBridge searchers the same functionality. Give OSTI
feedback on this topic, please. OSTI's ETDE and INIS commitments force
them to keep the list current, so the Web access would also be a living
document.

previously submitted paper copy, please contact Lynn Davis to
coordinate. Contact Lynn Davis with questions. The goal is to have a
17-day turnaround from electronic submission to appearance on InfoBridge.
