Final Draft DOE O 241.1A - The final draft of DOE 241.1A is posted on the STIP Home Page under "Policy and Best Practices." The final draft of the Order was submitted to Headquarters Directives Management August 9, 2000, and it has taken until now for it to enter the final review stage. The Headquarters review began with NNSA, then General Counsel who have both completed their reviews. The final review is performed by the Field Management Council. (Kathy Waldrop)


DOE G 241.1-1A Status - The comments submitted for the revision of the DOE G 241.1-1A have been considered and the majority have been accepted. OSTI is finalizing internal review which has resulted in some additional changes. The current process for a Guide is that it does not go through a formal directives review process as does an Order. Also, according to OSTI's Headquarters Directives Management POC, the Guide can be implemented when in final draft and before the revised Guide is formally issued/announced (posted on Explorer). E-PhySci News - The first issue of E-PhySci was distributed January 2001 via E-mail. It currently resides on the OSTI Home Page. The next issue will be distributed in April 2001. Electronic Transition Update - Of the sites that OSTI tracks, nearly all are making 100% of their STI announcement records and full-text available to OSTI electronically. Paper submitters will be contacted to see why they're still sending paper. OSTI appreciates all efforts the Major Contractors and Operations Offices have made thus far to submit electronically. OSTI's classified STI program has also been transitioned to an electronic environment. Although classified STI should not be submitted electronically via open systems, it should be submitted to OSTI on CD or diskette (data must be encrypted by DOE edict). Sites unable to begin submitting classified STI electronically should contact Dave Bellis (865-576-1269), these will be worked on a case-by-case basis.

Also, Defense Program sponsors have expressed concern that some sites have not been submitting their classified STI to OSTI at all. (Dave Bellis)


E-Link Update - E-Link has a new look. Modifications on the Web site include revisions related to the Web versions of the DOE F 241.1 to allow uploading of limited electronic full-text (except for classified and UCNI), DOE F 241.3, and DOE F 241.2. Until the new DOE F 241.4 for submitting software (replacing ESTSC F 1, and ESTSC F 2) and software manuals (in lieu of DOE F 241.1) becomes available as a PDF fillable form via E-Link, sites will submit software and software manuals using the current applicable forms, i.e., ESTSC F 1, ESTSC F 2, DOE F 241.1, respectively. Submitting Sensitive STI - The DOE F 241.1 now allows for full-text uploads of all sensitive STI with the exception of UCNI and classified. The uploaded full-text is always encrypted. The sensitive submittals are sent to a secure server. (Lynn Davis)

Submitting Classified and UCNI - Questions regarding electronic submission of classified and UCNI reports should be directed to Dave Bellis via appropriate channels (secure channels if needed). (Dave Bellis)

Research & Development (R&D) Data Call - OSTI is collecting this data for DOE again this year and making it available for the Office of Science and Technology Policy (OSTP) in the White House. The data call is initiated by DOE's Chief Financial Officer and goes to the Lab Directors and Facility Managers. The call is a little later than normal this year. Data is due to OSTI by March 9, 2001, and should be available for use in early April following a Headquarters Program Office review. The R&D Guidance document can be found on the R&D Home Page (www.doe.gov/rd) where you should notice some changes have occurred since last year. Note that Work for Others was eliminated from the data call. As followup to this call an electronic copy of the data call will be sent via Info-M listserve (2/16). (Susan Tackett)

Abstracting and Indexing Tools - In the past several years OSTI has been unable to locate an automated A&I tool that would fit the DOE STI Community's needs. OSTI continues to look and currently we are looking at two very closely. As a result, OSTI is developing a prototype in Java. The successful applicability of these tools for use in announcing DOE's STI is unknown, but OSTI will continue to investigate all viable options and keep the DOE STI Community informed of new developments. Miscellaneous

- Directives elimination is a topic at some sites. Some contractors would like to eliminate some DOE directives from their contract. One M&I was proposing to drop DOE O 241.1, among others. OSTI maintains the "Principal Mandates Authorizing the Activities of DOE OSTI and the Technical Information Management Program (TIMP)." This list is different from Attachment 2 "Authorities and Other Guidance," in the Guide. OSTI will post this list on the STIP Home Page.

- A face-to-face STI meeting is not planned for this fiscal year. The next fiscal year (next fall) would be the earliest date that a meeting would be scheduled.

- DTIC Distance Learning MOU Update: The activity is mostly caught up in "red tape". DTIC has submitted several draft versions over the past year and the MOU is expected to be signed by DTIC in March (The MOU was received by OSTI 3/1/01 and a signed copy returned to DTIC 3/5/01. OSTI has not received the software to date.)

- Some of the electronic Current Awareness Publications (ECAPS) have moved into an Oracle environment as "subject portals, so they work like Web pages (e.g., Photovoltaics, Superconductivity). Other ECAPS will also be transitioned.

- The next call is scheduled for April 11, 2001, the second Wednesday of that month.
