DOE Order 241.1A-

The revised Order was approved and signed out by Secretary Abraham on Monday, April 9, 2001. It is available at http://www.directives.doe.gov/. The revised Guide, DOE G 241.1-1A, is receiving the finishing touches by OSTI and should be available soon. According to the Directives Management Team, putting the Guide into practice prior to receiving MA-1's signature is acceptable. (Kathy Waldrop, waldropk@osti.gov or 865/576-1223).

Program Sponsored STI-

Several DOE Program Offices are going to great lengths to make sure their Principal Investigators submit technical reports to OSTI. The Office of Basic and Applied Research, is telling Enviromental Management Science Program (EMSP) principal investigators that their money won't be renewed unless their reports are submitted. The Office of Energy Efficiency and Renewable Energy, who sponsors several subject portals and CDs, has also expressed interest in making sure their technical reports are readily available. This renewed vigor by the Program Offices should make our jobs easier. (Kelly Dunlap, dunlapk@osti.gov or 865/576-1258).

STI Submission Statistics-

Since the January 12 deadline to transition STI to an electronic environment, significant progress is being made, with most sites having converted to total electronic submission of bibliographic information and of full-text (for those not making available through site-hosted servers). We have analyzed the results of the first quarter of CY 2001 and found a 40% decline in paper submissions.

Although most non-M&O/M&I contracts and financial assistance awards did not spell out a requirement for electronic submission of STI, the trend in this sector is making great strides toward making a 100% transition. One major enhancement was to provide a web form for financial assistance recipients and non-M&O/M&I contractors to provide bibliographic information and full-text online. Also, a quick-fix solution for those not fully prepared to make the electronic transition was to allow the awarding office, laboratories, and others to serve as the available source for hard copy STI documents until electronic ones can be provided at a later date. This should be noted on the electronic bibliographic form in the "availability" field. Paper submissions (with the exception of classified and UCNI) are being returned to the submitter.

DTIC MOU-

OSTI began discussions with the DoD Defense Technical Information Center (DTIC) approximately two years ago about a DTIC Scientific and Technical Information Program (STIP) computer-based-training (CBT) tool that they were developing. As a result of those discussions DOE's STIP community was invited to participate in beta-testing of DTIC's CBT tool to determine if the tool would be feasible to use as a model to create a similar DOE tool. A working group was formed to conduct a study of the software, and we began efforts to enter into a Memorandum of Understanding (MOU) with DTIC which took nearly a year to complete. The MOU was signed in March 2001, and OSTI has received the CD. Following OSTI's evaluation of the disc's utility and the desire to continue with the original intent, the working group will reconvene to discuss next steps. (Kathy Waldrop)

Miscellaneous-

The second issue of E-PhySci was distributed April 5, 2001. Send articles for future issue to OSTI, including stories about individual researchers or meetings. OSTI does not want this to be an OSTI-centered newsletter, but rather reflect the Physical Sciences throughout the Department, other government agencies, and elsewhere. During Lynn Davis's maternity leave, Kathy Waldrop is in charge of the newletter. (Kathy Waldrop)

Sharon Jordan and other OSTI Management are meeting with other science agencies on the topic of information portals on April 18-19, 2001. CENDI (an interagency group of senior STI managers that includes Commerce, Energy, Environmental Protection Agency, National Aeronautics and Space Administration, National Libraries of Agriculture, Education, and Medicine, Defense, and Interior), National Institute of Science and Technology, University of Maryland, and National Science Foundation. The goal of the meeting is for the science agencies to agree on an interagency science portal. The next InForum meeting will likely be in FY 2002, and will probably be combined with the Annual Information Technology Conference (AITC) (http://cio.doe.gov/aitc/index.html). InForum has historically included some information technology topics as well as those related to information science and information management, therefore it makes sense to explore combining the two. OSTI has discussed this possibility with the acting Chief Information Officer (CIO), Howard Landon, who expressed interest. The location for the meeting would likely be somewhere other than Oak Ridge. The 2000 Information Technology Quality Award for Executive Leadership was presented to Walt Warnick at the March 2001 AITC. (Sharon Jordan)

Should journal articles be sent to OSTI? Reprints should not be sent to OSTI; however, given the volume and visibility of journal publication, providing OSTI with citation information is a "best practice" to ensure broader access and awareness of DOE-sponsored research results. Additionally, DOE's Office of General Counsel has ruled that preprints and postprints in the author's format can be posted (i.e., just don't use the journal's presentation format of the article).
