Description - This Special Interest Group is focused upon the concept of collaborative purchasing of electronic journals on a Department-wide basis. This Group will work with publishers and information providers of interest to the Department and various working groups will be established as needed for specific areas of interest. These currently include working groups to address licencing/model agreements, cost savings/cost avoidance, journal/publisher selection, and Elsevier title review. Objective - The objective is to pursue using the collective purchasing power of the DOE community to help offset journal costs where possible, offer interested DOE sites the opportunity to join in various pricing arrangements, and thereby increase the amount of electronic journal information that is accessible across the Department. Deliverable - Each working group will produce deliverables as appropriate and which reflect the needs of participating sites. Deliverables identified to-date include: establishment of possible licensing language that is acceptable to all DOE sites and which serves as a boiler plate to provide to perspective publishers, documentation of the cost savings/cost avoidance achieved through various agreements, and a plan for additional collaborative negotiations based upon the interest in specific journals/publishers.
