<ab>The objective of this document is to propose a strategy for
addressing applicable LDMM-related criteria in order to determine
an allowable leakage volume for SSTs targeted for waste retrieval
using sluicing. A strategy is required to work through the
individual ALV criterion (and related issues) in a prioritized,
orderly, and efficient manner. All components of the strategy
are based upon LDMM-related issues, functions and requirements,
and technology alternatives.</ab>
