STI Types are provided to OSTI using various announcement options and transmission methods.  Some STI types are always required to be submitted or made available via a unique URL, while other STI types may only be announced to OSTI (commercially published and copyrighted).  In cases where an announcement notice is acceptable, information regarding the STI Product's availability is required.

DOE Programs should have an established format for providing STI to OSTI. If an established process does not exist, please email or telephone Kim Buckner at bucknerk@osti.gov or (865) 576-1228.

Major Site/Facility Management Contractors have an established formal procedure for providing STI to OSTI.  For more information, contact your STI Manager. In the event that an STI Manager is not listed for your site, email or telephone Judy Gilmore at gilmorej@osti.gov or (865) 576-5600.

Universities and Other Awardees (Non-Major Site/Facility Management Contractors) are provided guidance by DOE Field/Site Offices on how to provide STI to OSTI.  Review your contractual agreement for guidance. Contact your DOE Contracting Officer for additional information.

A non-copyrighted book/monograph that is being provided/announced to OSTI via AN 241.1 or Batch Upload can be uploaded or a unique URL provided.

When providing/announcing the non-copyrighted book/monograph via Harvesting, a unique URL must be provided.

If copyrighted, and the full-text document is inaccessible, then the announcement notice is to include the availability information. All submission options listed are acceptable for “announcement notice only” option.

Conference papers, presentations, proceedings 
Copyrighted
  • Web version of AN 241.1
  • Harvesting (OSTI-to-Site)
  • Batch Upload (Site-to-OSTI)
  • Web version of AN 241.3

Copyrighted conference papers, presentations, proceedings should not be uploaded to OSTI unless the appropriate distribution/access limitation restricting access is identified on the accompanying announcement notice.

When uploading copyrighted conference papers, presentations, and proceedings, only the Web version of AN 241.1, Batch Upload, or Web version of AN 241.3 are appropriate to use.

Another option for providing/announcing copyrighted conference papers, presentations, proceedings is “announcement notice only”; however, basic conference information is required such as title, location, and dates.  All submission options listed are acceptable for “announcement notice only” option.

Dissertations

Dissertations can be provided/announced via any of the three submissions options listed.

The full-text dissertation being provided to OSTI via Web AN 241.1 or Batch Upload can be uploaded or a unique URL provided.

If announcing the dissertation via Harvesting, a unique URL must be provided so the item can be accessed.

Journal articles
Copyrighted (reprint)
  • Web version of AN 241.1
  • Harvesting (OSTI-to-Site)
  • Batch Upload (Site-to-OSTI)
  • Web version of AN 241.3

Copyrighted journal articles (the reprint) should not be uploaded to OSTI. Only an announcement notice should be submitted and can be accomplished via any of the four submission options listed.

The announcement notice should include adequate journal information to enable linking via the Digital Object Identifier (DOI).

Accepted manuscript
 

Providing a non-copyrighted journal article can be uploaded to OSTI via Web version of AN 241.1 or Batch Upload or a unique URL provided. Non-copyrighted journal articles can also be submitted using the Web version of AN 241.3.

To provide/announce the non-copyrighted journal article via Harvesting, a unique URL must be provided so the item can be accessed.

Patents
  • Web version of AN 241.1

  • Batch Upload (Site-to-OSTI)
OSTI will accept Patents via any of the three submission options listed or through special arrangements. Contact OSTI for alternative options.
Program documents
  • Web version of AN 241.1

A Program document being provided/announced to OSTI via Web version of AN 241.1 or Batch Upload can be uploaded or a unique URL provided.

When announcing the Program document via Harvesting, a unique URL must be provided.

Scientific and technical computer software
  • AN 241.4

The software package should be submitted via CD unless it is designated as an Open Source Software (OSS) at a specified unique URL (URL). The URL should be provided as a part of the AN 241.4.

If the software package is submitted to a SIAC (Specialized Information Analysis Center), only an announcement notice is required and should cite the SIAC as the available source.

Software manuals

Software manuals are to be submitted as part of the software packages on CD.
Technical reports

A Technical Report is required to be uploaded via the Web version of the AN 241.1 and Batch Upload or a unique URL provided. Technical Reports can also be submitted using the Web version of the AN 241.3.

When announcing a Technical Report via Harvesting, a unique URL must be provided so the item can be accessed.

Theses/dissertations
  • Web version of AN 241.1

Theses and Dissertations can be uploaded via the Web version of the AN 241.1 and Batch Upload or a unique URL provided.

When announcing a Thesis/Dissertation via Harvesting, a unique URL must be provided.

Workshop reports

  • Batch Upload (Site-to-OSTI)

Workshop reports can be uploaded via the Web version of the AN 241.1 and Batch Upload or a unique URL provided.

When announcing a Workshop report via Harvesting, a unique URL must be provided.
