TOPIC:  Accelerating the Spread of Knowledge about Science and Technology

PRESENTER:  Walt Warnick, Office of Scientific and Technical Information

 

ABSTRACT:  This presentation will revisit the goal of the DOE Scientific and Technical Information Program to accelerate discovery by providing access to R&D results.  From Information Bridge to the Science Accelerator, OSTI and its STIP partners have made great strides over the past decade in making STI appropriately accessible. OSTI’s two-pronged mission is discussed from a historical perspective, including the balance struck between access and protection of DOE STI.  In addition, updates will be given on current related legislation, Presidential and DOE strategic emphasis, and the path forward for accelerating discovery through accomplishment of 2007 milestones.

 

 

 

 

TOPIC:  Controlled STI – Why Protect It?

PRESENTER:  Toli Welihozkiy, DOE NA-243

 

ABSTRACT:  Anatoli Welihozkiy, Deputy Director of the Office of International Regimes and Agreements (NA-243) at the National Nuclear Security Administration (NNSA) in presenting "Controlled Scientific and Technical Information (STI) - Why Protect It?" will focus on existing export controls on commodities, including related technical documents (intangible technology) since they provide a unique insight into technology that affords a free pass to unauthorized scientists and engineers to help solidify their replication of sensitive export controlled equipment, material, and software.ญญญญญญญญญญญญญญญญ

 


 

 

 

TOPIC:  STI Program: Ongoing Progress in the DOE STI Arena

PRESENTER:  Sharon Jordan, Office of Scientific and Technical Information

 

ABSTRACT:  DOE’s Office of Scientific and Technical Information continues to develop and improve ways for making STI accessible, searchable, and useful. Accomplishments since last year’s STIP meeting will be reviewed and an overview presented of the STIP Program and research results reported during that time. Upcoming plans at OSTI for the remainder of FY 2007 and beyond will be discussed during this presentation.ญญญญญญญญญญญญญญญญ

 


 

 

 

TOPIC:  LANL in Transition 2006-2007

PRESENTER:  Miriam Blake, Los Alamos National Laboratory

 

ABSTRACT:  June 1, 2006 LANL management was changed from sole management for DOE by the University of California to private management by LANS, LLC.  This is the first management transition for LANL since it was founded in 1945.  The presentation will cover some of the major new efforts being rolled out to the Laboratory, and challenges we are facing.  In this larger context, the presentation will also discuss a major STI effort focused on compiling data about our Review and Approval process and raising management awareness about the importance of "modernizing" this process.ญญญญญญญญญญญญญญญญญญญ


 

 

 

 

TOPIC:  Capturing Under-Reported User Facility Papers

PRESENTER:  Jane Tierney, Lawrence Berkeley National Laboratory

           

ABSTRACT:  LBNL will describe efforts to capture and-or recover user facility reports from multi-purpose lab facilities both before and after the fact. Using Web of Science and other tools, staff has succeeded in recovering a substantial number of unreported articles and publications authored by ALS beam-line users during past years. Additional efforts are being made related to new employee orientation to assure future collection of papers and a look at the new Molecular Foundry user facility at LBNL and their approach to securing papers.  Additional perspective on open access submissions to other public repositories, such as CDLดs e-scholarship.


 

 

 

TOPIC:  Overview of Unclassified Controlled Information (UCI) and Sensitivity Reviews

TOPIC:  508 Compliance – How it Applies to Electronic Document Files

PRESENTER:  Bonna Savarise, Yucca Mountain Project

 

ABSTRACT:  Section 508 of the Rehabilitation Act of 1998 applies to electronic versions of documents as well as to web sites, and applies to federal agencies and federal contractors.  Section 508 directs that electronic information be as accessible to disabled people as it is to non-disabled people.  Complying with the law, whether for submitting to OSTI or making documents available to the public, presents a significant challenge.  This presentation explains the elements of the law and how the Yucca Mountain Project uses the tools available in Adobe Acrobat to make electronic documents accessible.  ญญญญญญญญญญญญญญญญ


 

 

 

TOPIC:  BNL’s Web-based Publications System

PRESENTER:  Mary Petersen, Brookhaven National Laboratory

 

ABSTRACT:  This presentation will provide a preview of the Web-based Publications application, presently under development at BNL.  Topics will include objectives and general information about the system and the approach taken.  Included will be a tour of the system, using screen shots, discussion of lessons learned, and path forward.ญญญญญญญญญญญญญญญญญญญ


 

 

 

TOPIC:  Lance Vowell, Office of Scientific and Technical Information

PRESENTER:  Digital Document Access

 

ABSTRACT:  This past year OSTI has made progress with the digitization of older hard copy STI documents, but not as originally planned. The main objective of the Digital Document Access project to digitize the older documents has not changed; however, progress made from other digitization efforts at OSTI has changed the Digital Document Access project to a two-pronged approach. This presentation will address the changes to the project, progress made, and next steps.ญญญญญญญญญญญญญญญญญ


 

 

 

 

TOPIC:  E-Link Enhancements

PRESENTER:  Kathy Waldrop, Office of Scientific and Technical Information

 

ABSTRACT:  In September 2005, OSTI made improvements to the E-Link submission process.  During FY 2007, OSTI has been working on additional E-Link enhancements which include STI status reports; lists of E-Link records awaiting reconciliation by the sites; and advanced fielded search capabilities. In addition, the presentation will reveal an additional enhancement that will be available in the very near term. The presentation will consist of a demonstration of the enhancements as well as how they will benefit the DOE field elements, the major site/facility management contractors, as well as the Office of Scientific and Technical Information.ญญญญญญญญญญญญญญญญ


 

 

 

 

 

TOPIC:  Spotlight on Journals

PRESENTER:  Judy Gilmore, Office of Scientific and Technical Information

 

ABSTRACT:  Each year, researchers at DOE sites contribute thousands of articles to peer-reviewed scientific journals, thereby furthering scientific research in a range of disciplines.  Announcement records of journal articles (accompanied in some cases by pre-prints/author formats) are also important STI deliverables.  These deliverables are key to providing information on federally funded research to the research community and to the public at large.  The guidelines for submission of journal information to OSTI will be reviewed.  In addition, an update of the Journal Benefit Analysis project being conducted for the Office of Science will be provided and an associated analysis tool will be discussed.  Finally, what new legislation may change the landscape and the requirements for Federally funded journal research and what are its chances for passage?

 

 

 


 

TOPIC:  Classified Program

ABSTRACT:  This presentation provides a high level overview of OSTI's Classified Program mission and associated products.   It introduces the new draft 241.5 form for classified submissions as well as the future enhanced communication initiative between OSTI and DOE NNSA sites via the Enterprise Secure Network (ESN).ญญญญญญญญญญญญญญญ

 

 


 

 

TOPIC:  Systems Focus: Special Characters and More

PRESENTER:  Lance Vowell, Office of Scientific and Technical Information

 

 

ABSTRACT:  OSTI’s systems, including E-Link, are complex and take many people working to keep all the different parts technologically up to date and maintained. Every day brings new and exciting challenges. This presentation looks at two of the most involved challenges: the Special Character project and PDF full text conversion.

 

The Special Characters Project was established in the winter of 2006 with a long-term goal of incorporating non-ASCII special characters into STI.  This goal will be realized when the sites are able to send special characters in UTF-8 compliant files, and OSTI is able to correctly accept, store, display, make searchable, and retrieve them.  Obviously, there are many hurdles to jump on the way to this goal.  In April 2006, OSTI introduced the project and outlined three phases.  The 2007 presentation reports on the actions taken to complete Phase 1, and provides new specificity for Phase 2 that will begin soon.

 

PDF full text conversion and hard copy scanning can be done using multiple softwares and different encodings. OSTI has recently run into difficulty with some of these documents. This presentation should help explain what you can do to make sure your documents are compliant with our system’s needs.ญญญญญญญญญญ
