The Site Operator Program was an electric vehicle testing and evaluation program sponsored by US Department of Energy and managed at the Idaho National Engineering and Environmental Laboratory. The Program`s goals included the field evaluation of electric vehicles in real-world applications and environments; the support of electric vehicle technology advancement; the development of infrastructure elements necessary to support significant electric vehicle use; and increasing the awareness and acceptance of electric vehicles. This report covers Program activities from 1992 to 1996. The Site Operator Program ended in September 1996, when it was superseded by the Field Operations Program. Electric vehicle testing included baseline performance testing, which was performed in conjunction with EV America. The baseline performance parameters included acceleration, braking, range, energy efficiency, and charging time. The Program collected fleet operations data on electric vehicles operated by the Program`s thirteen partners, comprising electric utilities, universities, and federal agencies. The Program`s partners had over 250 electric vehicles, from vehicle converters and original equipment manufacturers, in their operating fleets.
