Title: Programmatic Environmental Review Report

The US Department of Energy (DOE) committed in the Tank Waste Remediation System (TWRS) Record of Decision (ROD) (62 FR 8692) to perform future National Environmental Policy Act (NEPA) analysis at key points in the Hanford Site tank waste treatment and disposal process. These evaluations are designed to address potential implications of new information on the impacts presented in the Environmental Impact Statement (EIS). In addition the evaluations will support an assessment of DOE's plans for treating and disposing of Hanford Site tank waste to determine if the project plans are still appropriate or need adjustments. To support these reevaluations, DOE prepared a Supplement Analysis DOEEIS-0189-SA3. In addition, DOE sponsored several initiatives to seek viable technical regulatory and operational alternatives to complete the Office of River Protection (ORP) mission such that expedited schedule, improved cost benefits and improved programmatic safety, environmental and technical task can be achieved. This report was completed to fulfill the TWRS EIS/ROD commitment to perform scientific, regulatory and/or financial review of the Hanford Site tank waste remediation program.
