Abstract

The U.S. DOE is providing nuclear material safeguards assistance in both material control & accountability and physical protection to several nuclear facilities in Ukraine. This paper describes the types of physical protection upgrades that are presently being implemented at the Kharkov Institute of Physics and Technology and at the Sevastopol Institute of Nuclear Energy and Industry. These upgrades include: hardening of storage areas, improvements in access control, intrusion detection, CCTV assessment, alarm monitoring and voice communication systems. Methods used to implement these upgrades and problems encountered are discussed. 4 refs., 2 figs.

The nuclear industry of Ukraine is a vital part of the national economy. In 1995 nuclear power accounted for approximately 37% of the total electricity production. Ukraine has five nuclear power stations with fourteen reactors in commercial operation. Ukraine also has research facilities whose work involves nuclear materials. Nuclear material accounting software for Ukraine

Among the needs identified during initial surveys of nuclear facilities in Ukraine was improved accounting software for reporting material inventories to the regulatory body. AIMAS (Automated Inventory/Material Accounting System) is a PC-based application written in Microsoft Access that was jointly designed by an US/Ukraine development team. Several countries have expressed an interest in providing technical assistance to States of the Former Soviet Union (FSU) to improve their systems for control of nuclear materials. Ukraine has signed agreements with the US concerning development of a national system of control, accounting and physical protection of nuclear materials. US DOE is providing assistance in nuclear material safeguards, including: material control and accountancy (MC and A) systems, measurement techniques, Physical Protection Systems (PPS) and related training.
