This report presents an historical overview of the federal role in municipal solid waste management from 1965 to approximately 1995. Attention is focuses on the federal role in safeguarding public health, protecting the environment, and wisely using material and energy resources. It is hoped that this report will provide important background for future municipal solid waste research and development initiatives.
