Title: Waste Isolation Pilot Plant Safety Analysis Report

The following provides a summary of the specific issues addressed in this FY-95 Annual Update as they relate to the CH TRU safety bases: Executive Summary; Site Characteristics; Principal Design and Safety Criteria; Facility Design and Operation; Hazards and Accident Analysis; Derivation of Technical Safety Requirements; Radiological and Hazardous Material Protection; Institutional Programs; Quality Assurance; and Decontamination and Decommissioning. The System Design Descriptions`` (SDDS) for the WIPP were reviewed and incorporated into Chapter 3, Principal Design and Safety Criteria and Chapter 4, Facility Design and Operation. This provides the most currently available final engineering design information on waste emplacement operations throughout the disposal phase up to the point of permanent closure. Also, the criteria which define the TRU waste to be accepted for disposal at the WIPP facility were summarized in Chapter 3 based on the WAC for the Waste Isolation Pilot Plant.`` This Safety Analysis Report (SAR) documents the safety analyses that develop and evaluate the adequacy of the Waste Isolation Pilot Plant Contact-Handled Transuranic Wastes (WIPP CH TRU) safety bases necessary to ensure the safety of workers, the public and the environment from the hazards posed by WIPP waste handling and emplacement operations during the disposal phase and hazards associated with the decommissioning and decontamination phase. The analyses of the hazards associated with the long-term (10,000 year) disposal of TRU and TRU mixed waste, and demonstration of compliance with the requirements of 40 CFR 191, Subpart B and 40 CFR 268.6 will be addressed in detail in the WIPP Final Certification Application scheduled for submittal in October 1996 (40 CFR 191) and the No-Migration Variance Petition (40 CFR 268.6) scheduled for submittal in June 1996. Section 5.4, Long-Term Waste Isolation Assessment summarizes the current status of the assessment.
