Title: Phase I Investigation at Bladen, Nebraska (Final Work Plan)

The village of Bladen is a town of population approximately 237 in the northwest part of Webster County, Nebraska, 30 mi southwest of Hastings and 140 mi southwest of Lincoln, Nebraska. In 2000, the fumigant-related compound carbon tetrachloride was detected in public water supply well PWS 68-1, at a trace level. Low-level contamination, below the maximum contamination level (MCL) of 5.0 μg/L, has been detected intermittently in well PWS 68-1 since 2000, including in the last sample taken in July 2013. In 2006, the village installed a new well, PWS 2006-1, that remains free of contamination. Because the carbon tetrachloride found in well PWS 68-1 might be linked to historical use of fumigants containing carbon tetrachloride at grain storage facilities, including its former facility in Bladen, the CCC/USDA is proposing an investigation to (1) delineate the source and extent of the carbon tetrachloride contamination potentially associated with its former facility, (2) characterize pathways and controlling factors for contaminant migration in the subsurface, and (3) establish a basis for estimating potential health and environmental risks. The work will be performed in accordance with the Intergovernmental Agreement established between the NDEQ and the Farm Service Agency of the USDA. The site investigation at Bladen will be implemented in phases, so that data collected and interpretations developed during each phase can be evaluated to determine if a subsequent phase of investigation is warranted and, if warranted, to provide effective guidance for the subsequent investigation activities. This Work Plan identifies the specific technical objectives and defines the scope of work proposed for the Phase I investigation by compiling and evaluating historical data. The proposed investigation activities will be performed on behalf of the CCC/USDA by the Environmental Science Division of Argonne National Laboratory. Argonne is a nonprofit, multidisciplinary research institute operated by UChicago Argonne, LLC, for the U.S. Department of Energy.
