Certification Plan, low-level waste Hazardous Waste Handling Facility
The purpose of this plan is to describe the organization and methodology for the certification of low-level radioactive waste (LLW) handled in the Hazardous Waste Handling Facility (HWHF) at Lawrence Berkeley Laboratory (LBL). This plan also incorporates the applicable elements of waste reduction, which include both up-front minimization and end-product treatment to reduce the volume and toxicity of the waste; segregation of the waste as it applies to certification; an executive summary of the Waste Management Quality Assurance Implementing Management Plan (QAIMP) for the HWHF and a list of the current and planned implementing procedures used in waste certification. This plan provides guidance from the HWHF to waste generators, waste handlers, and the Waste Certification Specialist to enable them to conduct their activities and carry out their responsibilities in a manner that complies with the requirements of WHC-WAC. Waste generators have the primary responsibility for the proper characterization of LLW. The Waste Certification Specialist verifies and certifies that LBL LLW is characterized, handled, and shipped in accordance with the requirements of WHC-WAC. Certification is the governing process in which LBL personnel conduct their waste generating and waste handling activities in such a manner that the Waste Certification Specialist can verify that the requirements of WHC-WAC are met.
