Title: Idaho National Engineering Laboratory Conceptual Site Treatment Plan. Sections 1 through 8, Tables 2-1 through 6-1, Figures 1 and 2

Abstract

The US Department of Energy (DOE) is required by Section 3021(b) of the Resource Conservation and Recovery Act (RCRA), as amended by the Federal Facility Compliance Act (FFCAct), to prepare plans describing the development of treatment capacities and technologies for treating mixed waste. The FFCAct requires site treatment plans (STPs or plans) to be developed for each site at which DOE generates or stores mixed waste and submitted to the host state or the US Environmental Protection Agency (EPA) for either approval, approval with modification, or disapproval. The Idaho National Engineering Laboratory (INEL) Conceptual Site Treatment Plan (CSTP) is the preliminary version of the plan required by the FFCAct and is being provided to the State of Idaho, the EPA, and others for review. A list of the other DOE sites preparing CSTPs is included in Appendix A of this document. In addition to aiding the INEL in formulating its Final Proposed STP, this CSTP will also provide information to other DOE sites for use in identifying common technology needs and potential options for treating their wastes.
