Title: Surrogate formulations for thermal treatment of low-level mixed waste, Part II: Selected mixed waste treatment project waste streams

This report summarizes the formulation of surrogate waste packages, representing the major bulk constituent compositions for 12 waste stream classifications selected by the US DOE Mixed Waste Treatment Program. These waste groupings include: neutral aqueous wastes; aqueous halogenated organic liquids; ash; high organic content sludges; adsorbed aqueous and organic liquids; cement sludges, ashes, and solids; chloride; sulfate, and nitrate salts; organic matrix solids; heterogeneous debris; bulk combustibles; lab packs; and lead shapes. Insofar as possible, formulation of surrogate waste packages are referenced to authentic wastes in inventory within the DOE; however, the surrogate waste packages are intended to represent generic treatability group compositions. The intent is to specify a nonradiological synthetic mixture, with a minimal number of readily available components, that can be used to represent the significant challenges anticipated for treatment of the specified waste class. Performance testing and evaluation with use of a consistent series of surrogate wastes will provide a means for the initial assessment (and intercomparability) of candidate treatment technology applicability and performance. Originally the surrogate wastes were intended for use with emerging thermal treatment systems, but use may be extended to select nonthermal systems as well.
