Waste tire recycling by pyrolysis
This project examines the City of New Orleans` waste tire problem. Louisiana State law, as of January 1, 1991, prohibits the knowing disposal of whole waste tires in landfills. Presently, the numerous waste tire stockpiles in New Orleans range in size from tens to hundreds of tires. New Orleans` waste tire problem will continue to increase until legal disposal facilities are made accessible and a waste tire tracking and regulatory system with enforcement provisions is in place. Tires purchased outside of the city of New Orleans may be discarded within the city`s limits; therefore, as a practical matter this study analyzes the impact stemming from the entire New Orleans metropolitan area. Pyrolysis mass recovery (PMR), a tire reclamation process which produces gas, oil, carbon black and steel, is the primary focus of this report. The technical, legal and environmental aspects of various alternative technologies are examined. The feasibility of locating a hypothetical PMR operation within the city of New Orleans is analyzed based on the current economic, regulatory, and environmental climate in Louisiana. A thorough analysis of active, abandoned, and proposed Pyrolysis operations (both national and international) was conducted as part of this project. Siting a PMR plant in New Orleans at the present time is technically feasible and could solve the city`s waste tire problem. Pending state legislation could improve the city`s ability to guarantee a long term supply of waste tires to any large scale tire reclamation or recycling operation, but the local market for PMR end products is undefined.
