Domestic Safeguards System Effectiveness Survey Results

During the 2008 INMM Annual Meeting a web based survey tool was used to elicit the opinions of attendees regarding the relative importance (in the form of utility coefficients) for a variety of domestic safeguards measures. The coefficients from the survey were used in a safeguards effectiveness model. These values populated the model and provided an example of a utility methodology that determines effectiveness of a simple domestic safeguards system using Type I and Type II errors of the individual safeguards measures as input variables. This model and methodology provide a repeatable and quantifiable measure for any system but in this case for a simple safeguards system. The survey results are presented and discussed.
